FGI를 통한 ‘아동복지시설 아동 치료⋅재활 지원사업’에 참여한 생활지도원의 경험: 사업의 평가 및 개선방안을 중심으로

본 연구에서는 『아동복지시설 아동 치료⋅재활지원 사업』에 직접 참여한 생활지도원 5명을 대상으로 포커스그룹인터뷰를 통해 사업 참여 경험과 의견을 청취하고, 향후 사업 운영과정에서의 보완점과 개선방안 등을 제안하였다. 연구결과 첫째, 생활지도원들은 아동의 정서 및 행동문제가 개선되기까지 치료적 개입을 지속할 수 있는 안정적인 예산확보와 지속적인 서비스를 제공하는 것이 가장 필요하다고 강조하였다. 둘째, 아동의 정서 및 행동문제가 표면화되지 않거나 자기주장이 강한 청소년들의 경우 전문적인 개입이 필요함에도 치료 서비스에 의뢰하지 못하는 경우가 있으며, 문제행동의 정도가 심각한 아동의 경우 사업이 종료된 이후 문제행동이 재발하거나, 치료 공백기가 길어질수록 문제행동 개선을 기대하기까지 더 많은 시간이 소요되는 문제점을 언급하였다. 셋째, 수도권과 지방시설 간 아동에게 제공되는 서비스의 종류와 질적 수준에 차이가 있고, 사업 과정에 따른 여러 검사항목과 설문에 응답해야 하는 행정업무의 부담을 호소하였다. 특히 생활지도원들은 실제 사업을 담당하는 실무자들이 자유롭게 의견을 개진할 기회의 장을 마련해달라고 요구하였다. 포커스그룹인터뷰에서 언급된 의견을 바탕으로 『아동복지시설 아동 치료⋅재활지원 사업』을 보완하는 방안으로는 안정적이고 지속적인 사업 지원체계 마련, 충분한 예산확보, 사업의 성과 및 효과성 검증을 위한 평가도구 점검, 시설 내 전문인력 배치, 생활지도원 역량 강화를 위한 교육체계 마련 등을 제안하였다.
Abstract
This study suggests the measures to supplement and improve the 『Psychotherapy and Counseling Services for Children and Adolescents in Foster Care』 (hereinafter Services) by interviewing the employees who participated in the Services in child welfare facilities about their experiences of and opinions about the Services. In the results of the study, the employees pointed out that it is necessary to stably secure the budget and provide the services consistently until the problems related to children’s emotions and behaviors are improved. Second, the employees stated that, although the children whose emotional and behavioral problems have not been surfaced or who are too self-assertive need specialized interventions, those children was not often referred to the Services; and, in particular, they were concerned that, in cases of children whose problematic behaviors were serious and required long-term cares, their problematic behaviors has often recurred after the termination of the Services and furthermore, as the services discontinued longer, it took more time for those behaviors to be recovered or improved. Third, there were the differences in the types and quality of services between capital areas and non-capital areas. They also complained administrative burdens while responding to the various tests and surveys that had been generated from the Services. Finally the employees also wanted to have the opportunities that they could put forth their opinions freely as the frontline staff. Based on the results of this study, measures to supplement the 『Psychotherapy and Counseling Services for Children and Adolescents in Foster Care』 include preparing a stable and continuous project support system, securing sufficient budget, inspecting evaluation tools to verify project performance and effectiveness, and It is proposed to arrange an educational system for the placement of professional manpower and the strengthening of the Employees’ competency.
