‘아동복지시설 치료⋅재활지원 사업’ 평가 및 개선방안

본 연구에서는 2012∼2020년 보건복지부와 한국아동복지협회가 시행한 『아동복지시설 아동 치료⋅재활지원 사업』의 전반적인 운영 현황, 아동복지시설 아동 및 종사자의 역량 강화를 위해 실시된 주요사업내용과 진행 과정 등을 분석하였다. 그 결과 사업 규모와 예산이 꾸준히 증가하여 10년간 총 사업비는 약 83억 원이었고, 사업 수혜 아동은 총 6,198명이었다. 신청 대비 대상자로 선정된 아동은 평균 70%로 치료서비스를 받지 못하는 아동도 매해 30% 정도 발생하였다. 대상 아동은 K-CBCL의 문제행동증후군 상위척도 T점수를 기준으로, 예산 범위를 고려하여 고득점자 순으로 선정하였다. 치료영역의 경우 미술치료 35.7%로 가장 많았고, 놀이치료 29.7%, 개인상담 16.7%, 기타 5.1% 순으로 나타났다. 1인 평균 회기는 20.6회기, 1인 평균비용은 1,067,838원으로 1회기 평균 비용은 53,392원이었다. 사업운영의 측면에서 매년 공개 입찰과정을 통해 위탁하므로 실제 개입 기간은 6∼7개월 정도였고, 종사자들의 전문교육이나 상담프로그램에 참여 비율이 낮았으므로, 사업의 안정적 기간을 확보하고 종사자 교육과 주양육자 상담을 늘릴 방안도 강구되어야 한다. 이와 같이 본 연구에서는 아동복지시설 아동에 대한 치료⋅재활 사업의 타당성을 검토하였고, 향후 국가기관인 아동권리보장원에서 진행될 이 사업의 질적 향상을 도모할 방안에 대해 제언하였다.
Abstract
This study analyzed the overall operation processes of the "Psychotherapy and Counseling Services for Children and Adolescents in Foster Care" conducted by the Ministry of Health and Welfare and the Korea Child Welfare Association from 2012 to 2020, and the main services and progress conducted to strengthen the capacity of children and workers. As a result, the project budget steadily increased, and the total project cost for 10 years was about KRW 8.3 billion, and a total of 6,198 children benefited from the project. The average number of children selected as subjects compared to the application was 70%, and about 30% of children did not receive treatment services every year. Included children were selected in the order of high scorers in consideration of the budget range based on K-CBCL’s T score of broadband behavior problem scales. In the case of treatment, art therapy was the most common at 35.7%, followed by play therapy at 29.7%, personal counseling at 16.7%, and others at 5.1%. The average session per person was 20.6 sessions, and the average cost per person was 1,067,838, and the average cost per session was 53,392 KRW. In terms of operation process, the actual intervention period was about 6 to 7 months because it was entrusted through an open bidding process every year, and the participation rate of workers in professional education or parenting programs was low, so measures should be devised to secure a stable period of services and increase counseling for main caregivers. As such, this study reviewed the validity of the Psychotherapy and Counseling Services and suggested ways to improve the quality of this project, which will be carried out by the National Center for the Rights of the Child, a National Institute.
