일본의 경우 이러한 모든 환경을 개선하기 위해서 1995년부터 관주도로 종합형 지역스포츠클럽 모델 사업을 실시하고 있다. 21세기 스포츠행정의 최대 과제는 스포츠를 통한 공생형 사회의 형성이라 할 수 있다. 20세기와 같이 정치경제의 상부구조로서 스포츠가 일방적으로 지배를 받는 것이 아니라 그들과의 상호작용에 의해 새로운 사회형성에 기여하는 것이 필요하다. 즉 정치경제의 구조개혁이 스포츠 체제를 쇄신하는 한편 스포츠 활동을 통해 구조개혁의 추진에 기여한다는 쌍방향방식 관계의 구축이 요구되며, 앞으로 한국도 지역과 학교가 어우러질 수 있는 새로운 한국형 체육 스포츠시스템 구축을 위한 정책이 필요하다고 생각한다.
Abstract
The purpose of this study is systematic and detailed investigation of Japanese sports adminstration which is not a flourishing investigation in Korean. As a results, sports of Japanese have developed centering around the school. And, sports administration of Japanese is sports promotion policy of physical education bureau as a part of educational administration. Moreover, the Japanese government has an obligation to prepare the condition maintenance for sports enjoyment of people. The greatest task is to form the society of symbiotic relation. I think that the establishing of Korean new sports system is required that are the region and the school could be joined.
