Abstract

This study explores the limitations of the athlete whereabouts system through Michel Foucault’s concept of the Panopticon and proposes a reoriented framework for anti-doping education based on his notion of care of the self. Within the framework of the Panopticon, the whereabouts system functions as a mechanism of surveillance and control over athletes, raising concerns regarding violations of human rights. Foucault argues that such disciplinary systems can be transformed through educational practices that foster ethical self-governance. Drawing on the concept of care of the self, this study identifies three key shortcomings in current anti-doping education and suggests corresponding improvements. First, the existing education is primarily focused on the transmission of factual knowledge. To cultivate athletes who possess a sense of ethical responsibility and pride in clean sports, anti-doping education must also include affective dimensions that emphasize values and moral development. Second, the current reliance on asynchronous online lectures presents significant communicative limitations. The lack of real-time interaction restricts opportunities for immediate feedback and clarification, potentially impeding learners’ full understanding of anti-doping regulations. To address this issue, it is necessary to expand educational formats that allow for active dialogue between educators and learners, such as face-to-face sessions and synchronous online classes. Third, the KADA currently lacks a systematic educational assessment framework, making it difficult to quantitatively evaluate the extent to which athletes have internalized anti-doping knowledge and values. To improve this, evaluative mechanisms such as tests or formative assessments should be introduced to strengthen athletes’ self-awareness and sense of accountability. Ultimately, the direction of anti-doping education should be realigned to support athletes in becoming autonomous and ethically responsible agents in the fight against doping.
