In the field of insurance, which is another area of finance, related insurance has been introduced due to policy efforts, but it is still restricted in the field of insurance related to litigation expenses caused by intellectual property disputes. Now that the importance of creative ideas is being emphasized, it is necessary to think about the design of new insurance products for the protection of ideas and the legal system. This overall policy effort should be implemented step by step. In the first step, government should lead. The government's role in mitigating market failures is needed in the early stages of IP insurance. Systematic integrated management of IP statistic and product design are required. Next, incentives should be considered in the stage of strengthening the self-sufficiency of private insurers. Finally, after transferring the related insurance to the private sector, it is necessary to limit its role as supervision.
