초록

The purpose of this study is to understand the level of participation of various stakeholders, aside from local governments, in the conflicts arising during the regional policy-making process over the construction of Cheongju City Hall. With the formation of the newly integrated Cheongju City, four distinct periods were analyzed, depending on whether the existing main building of the city hall would be preserved. To analyze the stakeholders involved in urban regeneration, the stakeholder analysis matrix, commonly used in business administration, was reorganized. At the same time, a big data frequency analysis was conducted to increase the objectivity of the matrix. The analysis showed that the periods with the most active conflict were the second and fourth periods. During these times, debates among stakeholders occurred at various levels, and social costs were high. The final period was marked by the local city’s decision-making process having a significant influence on outcomes, and it was found that the greater the participation of internal stakeholders compared to external stakeholders, the more influence they had. It was concluded that determining which stakeholders’ voices to prioritize, based on their influence and interests, could help reduce the social costs of conflict. While this study is limited in that it analyzed only local policy-making cases, it is significant in identifying the types of stakeholders involved in the regeneration of local public buildings and examining their influence and interests in the policy-making process.
