군 전직지원 프로그램의 노동시장 성과평가 방법론 연구

본 연구는 사전적으로 정책 참여집단과 비교집단의 동질성 확보가 어려운 군 전직지원 정책프로그램의 성과평가에서 제기될 수 있는 본질적인 쟁점 중의 하나인 표본선택편의의 문제에 대해서 설명하고, 이를 개선하여 정책 평가의 타당성을 높일 수 있는 다양한 방법론들을 문헌연구를 통해 소개하고 있다. 특히, 표본선택편의의 문제가 주로 관찰 불가능한 개인의 특성 차이에 의해 발생하는 경우가 많음에 주목하고 이를 통제할 수 있는 대표적인 방법으로 도구변수를 이용한 2단계 최소자승법, Heckman의 2단계 표본선택모형, 고정효과모형, 임의효과모형을 제시하였다. 현실적으로 제시된 방법론 중 어떠한 방법론을 적용해야 하는지는 확보하고 있는 자료의 특성을 우선 고려해야 한다. 횡단면 자료의 경우에는 도구변수 모형이나 Heckman류의 선택모형이 고려될 수 있을 것이며, 패널자료의 경우에는 오차항의 구조에 대한 가정의 차이에 따라 고정효과모형 혹은 임의효과모형이 검토될 수 있을 것이다. 본 연구에서 제시된 다양한 방법론들은 군 전직지원 정책프로그램을 원래의 목적에 맞게 설계하고 그 효과를 평가하는데 유용한 아이디어들을 제공해 줄 것이다.
Abstract
It is well known that sample selection is one of the sources of a fundamental aspect of many social processes. Sample selection bias affects surveys and empirical studies and thus, without controling for these problems, leads to be biased inferences about social processes. There have been numerous methods proposed to reduce its effects, so many that researchers may be unclear which method is most suitable for their study. This article reviews several straightforward methods to take account of sample selection and applications in studies investigating the relationship between military outplacement and career transition programs and their labor market performance.
