국제테러는 한반도와 지역 안정을 위협함으로써 우리의 안보와 번영을 저해하는 요인으로 다가오고 있다. 지상군은 국가차원의 포괄적 테러대응에 주도적 역할을 담당하는 데에는 한계가 있지만 대테러작전, 인질구출, 화생방 테러 대비, 그리고 피해복구 지원과 같은 분야에서 크게 기여할 수 있다. 그리고 이러한 육군의 역할은 대테러 정보, 작전, 훈련, 그리고 교리발전 차원에서 국제적 협력을 증진함으로써 더욱 효율적으로 이루어질 수 있을 것이다. 따라서 육군은 정부와 군 차원의 테러대비 전략을 이해하고, 그러한 연장선상에서 자체적인 대테러 노력과 함께 국제협력 체제를 구비해 나가야 할 것이다.
Abstract
This research deals with the threat of international terrorism and the role of ground force, and suggests some measures for international cooperation to counter terrorism. International terrorism has been rising as a new threat to the security of Korean peninsula as well as regional stability in East Asia. Ground force, despite its limits in initiating national level counter-terrorism efforts, can contribute to enhance counter-terrorism operation, hostage rescue, responding capacity to ABC terrorism, and supporting military aid to civil authority.. These roles of ground force could be more effective if it promotes international cooperation for intelligence, operation, exercise and doctrine with other forces in the region. As a decisive and crucial assets for counter-terrorism operations, ROK Army should improve its capabilities to cope with terrorist threat and establish a cooperative mechanism with regional armies.
