통일 이후 한국군 조직구조의 설계방안: 자원동원이론과 전략적 선택이론의 적용

초록

변화하는 환경에서 조직구조를 기획하고 설계하는 것은 현재를 분석하는 연구방법과는 다른 특성이 요구된다. 그 동안의 대다수 연구들이 한국군의 군구조에 대한 연구가 체제구조적 관점의 상황이론(contingency theory)에 기반해왔지만, 이론의 전제가 가진 환경 결정론적 한계의 극복 필요성이 존재한다. 이 연구는 이를 극복하기 위한 이론적 대안으로 전략적 선택관점의 두 가지 이론 즉, 자원의존이론과 전략적 선택이론을 바탕으로 통일 이후 한국군구조의 설계와 프로그램 논리모형을 적용하여 연구의 체계도를 제시하는 것이 목적이다. 통일 이후 한국군구조의 설계 시에 고려해야 할 사항을 분석하고, 환경과 조건에 따라 이 두 가지 이론이 어떻게 적용될 수 있는가를 제시할 것이다. 이 연구가 정책형성가에게 미래의 새로운 한국군구조를 설계하는 데 도움이 되기를 바란다.

Abstract

Under changing circumstances, the planning and design of organizational structures require characteristics that are distinct from existing research methods. This study reviewed the contingency theory which is the major theory of advanced researches for designing the Korean military structure, and we examined the limitations of the contingency theory. We presented the alternatives which are the resource dependent theory and the strategic choice theory. Based on these theories, we presented the research structure by applying program logic model. This study has implications because we analyzed the environment and conditions of a future Korean military based on theory analysis. In addition, this study was written with the intention to form a foundation to improve policing competitiveness in consideration of expansion into the security field with characteristics similar to the military organizational structure. We expect this study has contribution for policy makers to design a competitiveness Korean military and police structure.
