환대와 공간에 대한 고찰 : 독일의 환영문화와 우크라이나 피난민 수용을 예로

오늘날 세계 각지에서 발생하고 있는 난민과 이주 행렬이 늘어나면서, 이는 지구의 글로벌화를 빠르게 확산시키면서도 한편으로는 심각한 사회정치적 차원의 국제 문제로 떠오르고 있다. 특히 다른 나라에서 보호와 피난처를 찾는 난민들의 증가는 수용국에게 있어 많은 부담으로 작동한다. 흔히 난민위기는 난민 자체의 위기라기보다는 난민 수용국의 위기로 이해되고 있으며, 그 핵심에는 인간의 존엄성과 인권 대 주권국가의 성원권 간의 충돌 문제가 놓여 있다. 이 발표문에서는 인간의 이주 행위 중에 난민과 이민은 어떻게 다르며, 난민의 현재 상황, 특히 많은 여성 난민이 발생하면서 나타나는 어려움은 무엇인지, 그리고 최근의 우크라이나 전쟁 난민은 유럽 국가들, 특히 독일에서 어떻게 수용되고 있는지를 알아보고자 한다. 이를 통해 인간에 대한 선한 마음과 책임 의식에서 비롯되는 환대 행위가 어느 정도까지 실현이 가능한지 가늠해 보고자 한다. 이에 본 논문은 먼저 난민의 개념을 다시 한번 정리 해보고, 난민 발생의 최근 경향, 독일의 우크라이나 난민 수용 현황과 문제점 등을 분석하면서, 난민 공간 개념에 대한 전환적 사고를 통해 난민 문제의 해결책을 제시해 보고자 한다.
Abstract
The escalating influx of refugees seeking sanctuary and asylum in foreign nations imposes a substantial strain on host countries. The refugee crisis is commonly perceived as a challenge for host nations rather than a crisis inherent to the refugees themselves. Fundamentally, it revolves around the tension between matters of human dignity and human rights versus the sovereignty of nation-states. This article seeks to examine the accommodation of recent Ukrainian war refugees in European countries, with a particular focus on Germany, aiming to evaluate the realization of acts of hospitality rooted in compassion and a sense of responsibility towards fellow human beings. The paper will commence by scrutinizing the current situation and challenges in Germany pertaining to the lodging of Ukrainian refugees, proposing potential solutions to the refugee issue through a transformative reevaluation of the concept of refugee camps.
