우크라이나 난민을 대상으로 한 독일 난민 교육의 방향성

2022년 러시아의 우크라이나 침공으로, 짧은 기간 최대 규모의 우크라이나 난민이 독일로 유입되었다. 2022년 3월 약 37만 명에서 2024년 2월 약 114만 명으로 불과 2년 사이 3배가 넘는 우크라이나 난민이 독일에 체류하고 있다. 이들 대다수는 여성과 미성년자이며 종전 후 다시 본국으로 돌아가고자 한다. 난민 교육은 개별적, 제도적, 수용국의 정책적 차원에서 골고루 이루어져야 한다. 독일은 이에 맞춰 학습적, 사회적, 정서적 요소를 충족할 수 있도록 교육하고 있다. 문제는 상대적으로 많은 수의 우크라이나 난민이 한꺼번에 기존의 난민 교육과정에 그대로 흡수된 상황이라는 데 있다. 이들이 가진 구성적 특징을 고려한다면, 우크라이나 난민을 위한 세부적인 교육 체계와 이들을 효과적으로 수용할 수 있는 질적, 양적, 인적, 재정적 차원에서의 지원이 필요할 것이다.
Abstract
The Russian invasion of Ukraine in 2022 resulted in the largest influx of Ukrainian refugees to Germany in a short period of time. The number of them has more than tripled in just two years, from approximately 370,000 in March 2022 to approximately 1.14 million as of February, 2024. The majority of Ukrainian refugees are women and minors, and many want to return to Ukraine after the end of the war. Refugee education in Germany is designed to meet their academic, social, and emotional needs. The problem is that a relatively large number of Ukrainian refugees have been absorbed into the existing refugee curriculum all at once. Given the composition of the Ukrainian refugee population, a detailed educational framework for Ukrainian refugees and the qualitative, quantitative, human and financial support to effectively accommodate them will be required.
