Abstract
This paper analyzes the changes in China’s perception of U.S. Forces Korea (USFK) from the perspective of ‘balance of threat’ theory. Historically, China has viewed the USFK differently depending on the state of its relations with the United States. During periods of heightened U.S.-China rivalry, the USFK was seen as a means of U.S. military containment, while in more cooperative phases, it was considered a stabilizing factor addressing threats from other powers like the Soviet Union and Japan. These fluctuations underscore the intricate relationship between regional security dynamics and global strategic competition. The paper posits that the ‘balance of threat’ theory offers a more refined framework for analyzing China’s perception of the USFK compared to the ‘balance of power’ theory. It provides policy suggestsions for South Korea to adapt its stance on the USFK in the face of growing US-China strategic rivalry. These recommendations include expanding a understanding of China’s threat perceptions and adopting a more pragmatic approach to ROK-China relations. It would enable South Korea to effectively safeguard its security interests and promote regional stability amid complex geopolitical challenges.
