Abstract
Modern warfare unfolds in a non-linear operational environment where the traditional distinction between the front and rear has become obsolete. The electromagnetic spectrum (EMS) now functions as a strategic domain that integrates and dominates all areas of operations. However, the Republic of Korea (ROK) military's approach to Electromagnetic Spectrum Operations (EMSO) remains limited, primarily focused on Electronic Warfare (EW) capabilities aimed at survivability in front-line and naval/air platforms. Notably, EMSO concepts and institutional frameworks are severely underdeveloped in joint rear operational areas. This study aims to establish an EMSO operational concept and propose development measures tailored to the strategic importance and unique operational characteristics of joint rear areas. Through theoretical review, the study analyzes the operational implications of EMSO and the multi-domain structure of rear areas. It further conducts a comparative analysis of EMSO systems in the United States, Russia, and North Korea—focusing on operational concepts, organizational structures, technologies, and real-world applications. The analysis reveals that the U.S. integrates EMSO into its command decision and operational control systems, whereas Russia and North Korea remain focused on EW-based disruption and deception strategies. Based on these findings, the study proposes EMSO development measures suitable for the ROK’s joint rear area, including the establishment of operational concepts, organizational systems, training frameworks, and institutional structures for civil-military cooperation. Future research should explore the design of EMSO-based command and control systems, development of integrated civil-military procedures, and application of AI-based automation tools. This study serves as a pioneering effort in applying EMSO to rear-area operations, providing practical and policy-relevant implications for the advancement of ROK joint and combined operations.
