이 연구의 목적은 일본제국이 근대동아시아 국제관계를 영위하는 과정에서 근대일본의 지식인들이 ‘질서’와 ‘정의’ 개념을 어떻게 운용했는지를 밝히는 데 있다. 근대동아시아 국제관계는 일본제국의 동아시아 질서구상과 정책에 의해 변형되어 갔다. 중화체제에서 주권국가체제로, 제국체제로 이행하는 과정에서 일본은 ‘질서’를 모색했고 그것을 정당화하는 ‘정의’를 표방하였다. ‘질서’와 ‘정의’의 개념은 일본의 정책 구상과 그것이 지향하는 국제사회상을 함축하고 있었다. 근대일본의 ‘질서’와 ‘정의’는 동아시아 국제관계의 존재방식과 국제사회의 성질을 포착하는 유력한 개념일 수 있다. 일본 지식인들의 세계관, 국제질서관과 지역구상이 담겨있는 텍스트에서 ‘질서’와 ‘정의’의 의미를 읽어낼 수 있다면, 일본제국이 추구한 ‘질서’와 ‘정의’의 성격을 규명할 뿐 아니라 서구국제사회의 구성원리로 포착하기 어려운 근대동아시아 국제사회의 존재양식(특수성)을 밝힐 수 있을 것이다. 이 글에서는 먼저 국제사회론과 정의론을 중심으로 국제영역에서의 ‘질서’와 ‘정의’에 관한 의제와 쟁점을 검토하고 동아시아적 함의를 논하고 있다. 이어서 근대일본이 중화체제에서 주권국가체제로, 주권국가체제에서 제국체제로 이행하는 과정에서 표출된 ‘질서’와 ‘정의’에 관해 분석하고 있다.
Abstract
This research aims to analyze how modern Japanese intellectuals managed the concepts/ideas of order and justice in the context of constructing Japan-centered international relations in modern East Asia. The international system change from China-centered empire to sovereign state system, and to Japan-centered empire in modern East Asia was driven by Japan's idea of order and its foreign policy. Japan actively pursued the formation of Japan-centered order and championed the cause of justice for justifying the newly forming order in the course of the system change. This means that the concepts of order and justice implied Japan's idea of foreign policy and its image of international society. Grasping for the meaning of the two interrelated concepts will lead to understanding the nature of international relations and international society in modern East Asia. Reading the meaning of the two concepts from Japanese intellectuals' discourse on international relations will clarify the nature of modern East Asian international society as well as that of order and justice modern Japan managed for its own national interest. The first part of this article finds out agenda and issues of order and justice expressed in the international realm and investigates its implication for the East Asian context. The latter part of it implements discursive analysis of order and justice in each phase of regional international system changes: phases from the China-centered empire system to the sovereign state system, and from the sovereign state system to the Japan-centered empire system.
