국유지 관리의 효율성 제고를 위한 전문기관 위탁관리에 관한 연구

우리 국토의 약 4분의 1이 국유지임에도 불구하고 이를 체계적으로 관리하고 활용하는 것은 물론 국유지의 경제적 가치를 높이는 방법도 효율적이지 않다는 지적이 있어 왔다. 국유지의 활용에 대한 효율성을 제고하기 위해서는 전국에 산재된 국유지를 실시간으로 모니터링하고 관리하기 위한 관리체계가 우선되어야 할 것으로 보인다. 이 글은 국유지 관리제도와 관리기관에 대한 문제점을 비교 및 분석하고 총괄청으로부터 관리를 위임(탁)받은 기관별 장단점을 비교한 후, 국유지 관리를 위임(탁)받은 기관들의 역할과 그 역할에 대한 분담을 국유지 관리에 적합한 방향으로 개선함으로써 국유지의 가치를 높이고 국민을 위한 실시간적 국유지 정보 제공을 통해 대민서비스를 향상시킬 수 있다는 결론을 도출하였다.
Abstract
It has been said that the systematic management of government-owned land is not adequately efficient to enhance the value of government-owned land albeit approximately one fourth of the total land in South Korea is owned by the government. A real-time managing system should be set up initially to monitor and manage government-owned land nationwide to improve the efficient use and application of such land. This study analyzed and compared the problems of current management systems and management agencies commissioned by an government department for overall management, and measured the strengths and weaknesses in each commissioned agency. The study concluded that increasing the value of government-owned land and improving public service can be accomplished by reorganizing the agencies commissioned to manage government-owned land, and redefining the roles of each agency.
