Abstract

America's attack upon Iraq turned out to be intelligence failure. The information collection and analysis process within intelligence community are a cause of the fails to find weapons of mass destruction and to set up a stable regime in Iraq after the collapse of Saddam Hussein's government. The intelligence failure comes mainly from the strong belief about Hussein's intention to obtain WMD, lack of competition among intelligence agencies, inaccuracy in the evaluation on the Iraqi society, and lack of sources of human intelligence. Intelligence about a closed society is highly likely to be wrong or distorted due to the insufficiency of human resources as the Iraq case showed. Another key finding is that intelligence that is collected by different organizations should be used through a comprehensive framework. The intelligence product in which the opinion of specialized organizations was not reflected was greatly affected by the past behavior of Hussein's regime, a firmly rooted image on Saddam Hussein, and a general perspective in intelligence community on dictators.
