소통과 공존의 공공외교 - 독일 문화외교의‘콘셉트 2000’을 중심으로 -

공공외교는 문화외교를 포괄하는 개념이지만, 국가에 따라서는 선호하는 바가 다르다. 미국의 경우, 전통적인 팬아메리카니즘에 기초한‘제국지향적 외교정책’을 전개해 오면서 공공외교를 자유주의 이념과 가치를 홍보하고, 자국의 대외 정책을 설득하는 수단으로 활용하고 있는 반면, 유럽연합 주도 국인 독일의 공공외교는 상대국과의 동등 지위에서 소통·이해하는데 초점 을 두며, 제도통합이 곧 바로 생활세계의 문화 간 융합으로 이어지지 않는 다는 점에서 이질문화 간 대화를 중요시 한다. 독일의 공공외교가 흔히 문 화외교로 불리고 또 채워지는 이유도 바로 여기에 있다. 21세기에 들어오면서 독일은‘콘셉트 2000’이라는 새로운 문화외교정책 을 내놨다. 이 콘셉트는 초고속 통신매체로 연결된 국제사회에서는 정치· 경제 외에 문화·종교 갈등도 심화될 수 있기 때문에 이에 대응한 문화콘 셉트 및 프로그램이 절실하다는 점에서 출발한다. 여기엔 어학지원, 문화행 사, 대학과 학술, 학교·청소년, 재외독일학교, 독일정보포털, 매체, 위기· 갈등예방 등의 다양한 프로그램과 프로젝트들로 채워져 있다. 지향점은 서로 다른 문화권과의 이해·관용·존중을 통한 갈등해소와 평화공존을 실현 하는데 있다. 하지만 독일에서 문화외교를 학문적으로 조사·평가하거나 이론화하는 노 력은 아직 부족한 편이다. 오용되었던 역사적 배경과 대학 강의에서의 배 제 등과 같은 몇 가지 이유가 있지만, 최근 들어서는 강한 현실적 필요성 에 직면하여 정부·의회의 주도로 문화외교에 대한 연구가 점차 활발해지 고 있다.
Abstract
Conceptually, the public diplomacy comprehends also cultural diplomacy, but according to the nations the preference of word is different. In case of United States, man uses generally the public diplomacy which aims to inform the liberal ideas and values based on traditional pan-americanism and to persuade national foreign policies over the world, while the German perfers to use cultural diplomacy focused on the intercultural communication and understanding. At the end 1999 the German government announced a new cultural diplomacy‘ Conception 2000’It departs from the viewpoint, in the presence of internet-networked communication and information society the conflict potential is coming to be high and then a new cultural prescription is necessary. The programs and projects hetein contained are mosttly to exchange and support in the area of language, cultural events, universities and sciense, school and youth, overseas German school, German portal, media, conflict prevention and so on, It aims to realize mutual tolerance, respect and peaceful coxistence in multi-cultural and supernation society.
