동북아 평화공동체 실현을 위한 통일 후독일 대외문화정책 연구－“구상 2000”을 중심으로－

독일은 2000년에 독일통일, 유럽통합, 세계화 그리고 이로부터 귀결되는 다문화사회의 확산이라는 대내외적인 환경변화에 직면하여 “구상 2000(Konzeption 2000)”이라는 새로운 대외문화정책을 발표한다. “구상 2000”은 변화된 세계정세 속에서 통일된 독일이 상승한 국제적 위상에 걸맞게 문화교류를 통한 평화정착과 유럽통합에 앞장서겠다는 의지를 표명한 대외문화정책이다. 이 정책에서 표방된 중심 가치는 교육권과 문화권을 포함한 인권을 보장하는 세계시민권, 이를 실현하기 위한 시민의 자율적인 참여를 존중하는 민주주의, 공공선을 추구하며 갈등을 조정하는 법치주의라고 이해할 수 있다. 독일은 전 지구적 네트워크를 구축하기 위해 보편적 가치 공유의 중요성을 강조하면서 가치대화(Wertedialog)를 통한 문화교류를 수행함으로써 가치 중심의 대외문화정책을 펼친다. 이러한 독일의 행보는 한국이 주변국들과 협력체계를 구축하여 동북아 평화체제를 조성하는 데, 그리고 통일 후 한국이 세계 평화를 위해 어떠한 역할을 할 수 있을지에 대한 구체적인 계획을 수립하는 데 시사점을 제공한다. 본고는 “구상 2000”이 성립된 배경과 내용 그리고 그 영향과 의미를 고찰함으로써 통일 후 독일 대외문화정책, 나아가 독일문화를 이해하고자 한다. 본고는 이로써 글로벌한 현대사회에서 한국이 대외문화정책을 수립하는 데 도움이 되는 자료를 제시하고자 한다. 이와 더불어 한국이 유럽을 대표하는 독일과의 문화협력 방안을 마련하고, 나아가 문화교류를 통해 어떻게 국가 간 갈등과 대립을 예방하고 완화할 수 있을지에 대한 방안을 제시하는 데 기여하고자 한다.
Abstract
In 2000, Germany unveiled a new foreign cultural policy called “Conception 2000” in the face of internal and external environmental changes such as German reunification, European integration, globalization, and the spread of multicultural society. “Conception 2000” is a foreign cultural policy that expresses the will to establish peace through cultural exchange and lead the integration of Europe in line with the elevated international status of the unified Germany in the changed world situation. The central values expressed in this policy can be understood as global citizenship, which guarantees human rights including the right to education and culture, democracy that respects the voluntary participation of citizens, and rule of law that seeks the public good and adjusts conflict to realize this. Germany promotes a value-centered foreign cultural policy by carrying out cultural exchange through the value dialogue, emphasizing the importance of sharing universal values to build a global network. These German actions provide implications for Korea to establish a cooperative system with neighboring countries to establish a Northeast Asian peace community, and to establish concrete plans for what role Korea can play for world peace after unification. This paper aims to understand the German culture as well as the foreign cultural policy after reunification by considering the background and contents of the “conception 2000” and its influence and meaning. This paper intends to present materials that are helpful in establishing Korea’s foreign cultural policy in the global modern society. It intends to contribute to preparing measures for cultural cooperation between Korea and Germany, which leads Europe, and how to prevent and alleviate conflicts and confrontations between countries through cultural exchange.
