공공외교로서 프랑스의 문화외교: 한불 관계를 중심으로

공공외교는 소위, 소프트 파워라고 불리는 한 국가가 가진 매력을 대외적으로 발산시키고자 하는 정책이며, 문화외교는 공공외교의 한 분야로 간주된다. 프랑스는 공공외교를 문화외교 차원에서 주목하여 볼만한 국가이다. 왜냐하면 그들은 국가의 정체성 확보는 물론, 세계 문화의 교류와 확산에 기여할 것을 정책의 목표로 삼고 있기 때문이다. 이런 맥락에서 이 글은 소프트 파워로서 공공외교 및 문화외교에 대해 이론적인 논의와 실천적 사례들을 검토해 살펴보고, 한불 관계에서 프랑스의 대한 문화외교가 제도적, 기술적 차원에서 어떤 의미를 담고 있는지 몇몇 공식 문건들을 분석해 본다. 여기서 이 글은 두 가지의 답을 얻었다. 첫째, 프랑스는 이미 2000년대에 ‘확산’, ‘다양성’, ‘역량 구축’ 등의 원칙을 통해 낡은 자문화 정체성을 일소하고 문화를 교류와 존중의 측면에서 상호 공유하고자 노력하였다. 그러나 한국과의 관계에서는 이를 제도적으로 담는 노력이 보다 더 필요할 것으로 보인다. 둘째, 프랑스는 자신의 문화 전파 뿐 아니라 상대방의 문화를 수용하고, 저개발국의 문화적 잠재력을 키우는 데 기여하겠다는 방침을 두고 있다. 이러한 프랑스의 문화 외교정책은 최근 외교정책의 새로운 분야로 떠오르고 있는 공공 외교정책의 수립에 함의를 준다. 문화를 단지 국가의 이익 추구를 위해 기능적으로 이용하는 것이 아닌, 문화를 통해 인류의 공공 이익에 기여한다는 의미를 부여하고 있기 때문이다.
Abstract
Public diplomacy is a kind of policy that aims to spread the attraction called Soft Power and cultural diplomacy is considered a field of this. France is a country that we should pay attention to public diplomacy in terms of cultural diplomacy because it aims to contribute to the exchange and proliferation of world culture as well as securing national identity. In this context, this essay examines the theoretical discussions and practical cases of public diplomacy and cultural diplomacy as a soft power, and analyzes some cultural diplomacy documents with which France’s towards Korea on the institutional and technological level. Here this essay have two findings. First, France tried to eliminate the old legacy of cultural identity through the principles such as la diffusion, la diversité, le reinforcement des capacités, and maintained to share culture with other countries in terms of exchange and respect. Nevertheless, in case of France-Korea, it seems that more efforts will be needed to institutionalize the relationship. Second, France takes a policy that it will not only spread its own culture but also contribute to cultivate the cultural potential of the less developed countries. Such France’s cultural diplomacy implies the establishment of public foreign policy which is emerging as a new field of foreign policy recently because culture is not only used functionally to pursue the interests of the state but also contributes to the public interest of all peoples through culture.
