18세기 말 산업혁명은 전략(戰略, Strategy))의 내재적 의미에 영향을 주었을 뿐만 아니라 소위 ‘대전략(大戰略, Grand Strategy)’ 논의에 있어서 새로운 토론영역을 형성 하는 계기가 되었다. 그것은 대전략의 정의, 범위, 내용 등을 중심으로 당시 지식인들의 관심과 논쟁을 불러일으키는 것이었다. 한편 1990년대 말부터 중국에서 일고 있는 ‘대전략’에 관한 논의는 갈수록 국내외에서 상당한 정도의 반향을 불러일으키고 있다. 본 논문에서는 최근 10년간 학계에서 회자되고 있는 중국의 대전략에 관한 논의 내용을 정리한 뒤 이론과 실제의 분석을 통해서 관련 논의의 쟁점을 살펴보고 향후 발전 방향을 전망해 보고자 한다.
Abstract
The Industrial Revolution since late eighteenth century and then a serious of global conflicts exploded in the twentieth century such as World War I & II and the Cold War has not only radically changed the way of interaction between nationstate on the world stage, influenced the immanence of strategy, but also offered a new realm for discussing the so-called grand strategy, including its definition, range, and content. Basically speaking, there’s still some cardinal questions needed to be answer, including: what is grand strategy? Why does nation-state need grand strategy today? And, what are the key points when we thinking about the grand strategy? Then, after discussing the fundamental elements and operational factors of grand strategy, what more essential is maybe use this idea responding to contemporary world affairs. As all have seen, since the 1990s, there are more and more scholars and observers directing their attentions to the transformation of China’s foreign policy and strategy because of some obvious trend called “China Rising.” Nevertheless, however China would influence the world in the future, the thing more important now for us is trying to understand how China preparing to face the new global position itself and the possible components of its so-called grand strategy. In this paper, we’ll collect and observe the relative researches for grand strategy in China these years, analyze the main focuses and problems in their discussion, and finally try to predict the development the real and emerging China’s grand strategy.
