북한 핵문제의다차원적 접근: 전통적-비전통적 안보의 동시병행 중심

초록

본 연구는 북한 핵문제의 전통적 안보와 비전통적 안보의 동시병행 접근을 목적으로 하고 있다. 지난 20년간 한국을 비롯한 관련국들은 북한핵문제를 전통적 안보위협으로 접근해 왔다. 그러나 북한의 핵능력이진전됨에 따라 그 위협 양상이 전통적 안보위협은 물론 비전통적 안보위협으로까지 변화ㆍ확대되었다. 이에 본 연구에서는 북한 핵문제의 위협 양상 변화가 핵능력의 진전에 있다고 보고, 북핵의 전통적 위협 차원과 비전통적 위협 차원을 동시병행 검토하는 것이 북한 핵문제를 제대로 이해하는 것이라고 판단, 연구를 진행했다. 이에 북핵의 전통적안보 차원과 더불어 비전통적 안보 차원(핵확산 가능성, 방사능 유출가능성, 인권유린의 지속화 가능성)을 병행 검토한 결과 다음과 같은결론을 도출했다. 우선, 전통적 안보위협은 심각함에도 마따한 대안이없다. 다음, 비전통적 안보위협은 북한의 핵이 테러집단으로 확산되어핵테러에 이용될 가능성은 높지 않지만 불안감은 상존하고 있고, 지하핵실험장과 영변 핵시설들이 비교적 잘 관리되고 있지만 그에 대한 위험성을 가볍게 치부할 수 없으며, 핵병진으로 인한 독재국가의 인권유린의 가속화 가능성은 심각하다는 결론을 얻었다.

Abstract

The purpose of this study is to clarify Multidimensional approach to theNorth Korean nuclear issue. In the past 20 years, countries interested includingSouth Korea have approached the North Korean nuclear issue as a traditionalthreat to security. However, the nuclear capability of North Korea hasprogressed and advanced to high level. Therefore, the aspect of threat has beenextended to the dimension of non-traditional threat to security as well as thetraditional threat to security. Hence, parallel examination of the dimension oftraditional threat and the dimension of non-traditional threat of North Koreannuclear weapon is required. Therefore, this study considers progression ofnuclear capability as the reason for change of aspect of the North Koreannuclear threat. As a result of examination of possibility of proliferation and possibility ofradioactive effluent of North Korean aging nuclear facilities and possibility ofconsistent abuse of human rights, the following conclusion was derived: Whilethe possibility that North Korean nuclear weapon is spread to terrorist groupsand used for nuclear terror is not high, but the anxiety always exists. Theunderground nuclear testing facility and Youngbyun nuclear facilities arecontrolled relatively well but the risk concerning them should not be consideredlight. Also, the possibility of accelerated abuse of human rights caused byparallel advancement of nuclear weapon in the dictatorship is in serious level.
