Abstract
This study analyzed the problem of intelligence failure raised in the intelligence process from the three aspects of risk perception, intelligence capability, and democratic control, and examined the policy implications of intelligence reform. The vicious cycle of information reform for democratic control and abuse of power by intelligence agencies is repeating. However, information reform is not limited to democratic control issues in that the failure of intelligence agencies causes national security crises and costs. This study comprehensively reviews the issues of information reform in three different perspectives. First, we approach the goal of intelligence reform from the perspective of intelligence failure embedded in the intelligence process. Second, it examines the issues of intelligence failure raised in the process of intelligence demand-intelligence collection-information supply, focusing on the issues of risk perception, intelligence capability, and democratic control. Third, the establishment of competitive intelligence governance is reviewed as a way to achieve accountability, democratic transparency, and efficiency of intelligence cost and technology for intelligence agencies to achieve security objectives.
