Abstract

Governmental structure has been developed into two kinds of institutions since the modern period, the one of which is the parliamentary system begun in the U.K. and the other is the presidential system started in the U.S.A. Thailand and Indonesia represent Southeast Asia. Thailand took the parliamentary system in 1932 when the military coup terminated the absolute monarchy and has sustained the system during the past 75 years. On the other hand, Indonesia selected the presidential system when it declared the independence in 1945 and has maintained the system during the past 60 years. Although two countries experienced lots of political upheaval and social disorder prevalent in the Third World, they invariably kept basic frameworks of the governmental structure chosen in the specific period. Thailand and Indonesia are the interesting cases with high comparability sharing the difference in selecting institutions and the similarity in sustaining those institutions until now. This study is to analyze two countries’cases comparatively using the historical institutionalism which is focused upon historical choice and path dependence. This study examined historical factors to influence the parliamentary system of Thailand and the presidential system of Indonesia respectively. It also explained the process of the institutional development based on the concept of path dependence. Observing Thai and Indonesian governmental structures, it is verified that the institutional design historically chosen has the consistency with path dependence as the historical institutionalism argues.
