수교 17년을 맞는 한중 관계는 이명박 정부 출범 이후 2008년 5월, 동맹이나 혈맹 등 전통 관계를 제외하고 양자 관계로서는 최상위 단계라 할 수 있는 ‘전략 적 협력 동반자 관계(Strategic Cooperative Partnership)’를 구축하였다. 그러나 양국 간 교류가 괄목할 만한 성장을 하였음에도 불구하고 양국 간에는 서로 다른 입장을 가지고 있는 주요한 문제가 존재한다. 우선 한미 동맹 구조와 한중 협력 구조의 인식차이다. 감정적이고 조건 반사적 인 동맹 강화는 피해야 한다는 전제에서 한·미 동맹과 한·중 협력을 강화해야 한국의 전략적 가치를 높일 수 있다. 또 하나는 한중 관계의 흐름에 관한 구체적 인식이 필요하다는 것이다. 수교 이후 지난 17년간 양국 관계는 양적으로 엄청나 게 성장하였지만 무엇이 실질적이면서 발전된 것인지를 다시 한 번 돌아볼 필요가 있다. 미래의 양국 관계도 교류 영역과 내용의 다양화에 따라 지금까지와는 다른 갈등 요인들이 나타날 가능성이 높아졌기 때문이다. 이제 양국 관계는 보다 성숙하고 미래 지향적 발전을 위한 새로운 접근이 필요 하다. 경제는 시장에 맡기면서 국제 전략 관계 등의 거대 담론보다는 양국 관계의 실질적 신뢰 구축에 필요한 문제들을 논의해야 한다. 그동안 급속한 양적 팽창을 추구하면서 놓쳤던 여러 가지를 살피는 관계가 되어야 장기적인 발전을 담보할 수 있다.
Abstract
The relationship of South Korea-China which to mark the 17-year diplomatic relationship, build up the 'Strategic Cooperative Partnership' of the top step except the traditional relations as alliances or relationships since the Lee Myungbak government launch in May 2008. However, despite exchanges between Korea-China achieve remarkable growth, between the two countries exist major problems which has a different position. First is a Korea-the U.S. alliance structure and Korea-China cooperative structure. On the premise which emotional and a conditioned reflex alliance should be avoided, the strengthen of the ROK-US alliance and cooperation of South Korea-China can improve the strategic value of Korea. The other thing is that the specific recognition of the flow on Korea-China relations is needed. Since diplomatic relations, for 17 years, the relationship between the two countries achieved tremendous growth in quantity, but whether what is actually developed, once again have to turn around. It is because that the future relations of the two countries increased potential that the other conflict factors to differed than ever, according to diversification of the zone and contents of the exchange appear. Now the relationship between the two countries is needed new approach for a more mature and future-oriented development. Economy leave to the market, while the issues which is needed for practical building trust of the two countries' relationship rather than big discourse as like international strategic relationships, should be discussed. Finding the relationship which has been missed with pursuing a rapid quantitative expansion, can be guarantee long-term development
