국제사회의 공적개발원조(ODA：Official Development Assistance)에 대한 시각 변화와 질적 개선의 요구에 따라 OECD의 개발원조위원회(DAC：Development Assistance Committee)에서는 다양한 정책지침 채택 및 권고를 통해 노력하고 있다. 국제원조체계는 공여국이 수원국의 환경 조건을 배제한 일방적인 경제 원조를 수행하는 것이 아니라 글로벌 파트너십을 통해 수원국의 입장을 고려한 협력 관계로 변화하고 있다. 이에 2010년 OECD의 DAC 가입을 앞둔 우리 정부는 이러한 변화에 대응하기 위해 정책적으로 많은 검토를 하고 있다. 따라서 우리 대한지적공사도 ODA 예산 증가에 따른 수요 확대에 대응하고 수원국의 입장에서 실질적으로 도움이 될 수 있는 제도를 제공함으로써 국제적 협력관계를 유지할 수 있는 전략 방향을 제시하고자 한다.
Abstract
As the concept of Official Development Assistance(ODA) has been changed and a qualitative improvement of ODA has been insisted on in the international society, OECD-DAC has been trying to make various political guides and plans. The international aids system between donor and recipient countries has been changed from offering economic aids over the transom to cooperating with them through the global partnership. The South Korean Government has a plan to join the OECD-DAC in 2010, so a lot of political considerations have been examined to cope with this change. Therefore, KCSC needs to establish strategic plans to keep international cooperation relationship by offering systems to cope with excessive demands caused by increasing budget of ODA and practically give a help on the recipient position.
