북한의 서해상 도발리스크에 대한 체계적 관리모델의 개발 : 인디케이터 분석모델의 적용을 중심으로

2000년대 이후 북한의 도발은 대외 안보환경 및 대내 정치적 환경이 변화함에 따라 이전과 달리 다양한 목적을 달성하려는 양상을 보이고 있어 이를 미리 예측하는 것은 쉽지 않다. 또한 이전 경험에 의존하는 인식적 경직성을 가지고 있는 우리의 리스크 관리 경향과 종종 사실을 증폭 또는 왜곡시켜 여론을 호도하는 언론의 프레임은 북한의 향후 도발을 예측하는데 걸림돌이 되고 있다. 이러한 이유로 북한의 도발을 미리 감지하여 이에 대비하는 노력을 하려는 시도는 그동안 수차례 시도되어 왔으나 큰 실효를 거두지 못하고 있다. 이와 같은 한계를 극복하기 위해 고려한 것이 바로 인디케이터 기법을 적용한 리스크 관리모델을 구축하는 것이다. 즉, 좀 더 객관적이고 일반화된 여러 징후모델을 통해 북한의 상황을 고려하여 도발을 예측하는 모델을 만들어 보는데 본 논문의 의의가 있다. 북한의 도발은 최근 약 10년간 지상도발보다는 비용대비 파급효과가 큰 해상도발로 집중되고 있으며 향후에도 이는 지속될 것으로 예상되는 만큼, 고안한 리스크 관리모델을 천안함ㆍ연평도 도발과 같은 이전의 사례에 적용해 봄으로서 앞으로 지속적으로 모니터링 해야 하는 요소가 무엇인지를 분석한다.
Abstract
Changes in the security environment of the Korean Peninsula and North Korea's internal political situation since 2000 render North Korean provocations more unpredictable. Besides, past experiences and memories about North Korea provocations have shaped South Korea's perception of risk and caused inflexible risk management. Media's biased coverage further complicates North Korean provocation predictability. As a result, South Korea's efforts to prevent North Korean provocations often turned out ineffective. This paper proposes a risk management model with an adjusted indicator mechanism to enhance the prediction capability. NK provocations are nowadays more concentrated on the NLL area rather than inland because of its cost effectiveness, and there is a great possibility that future provocations may occur in eastern part of the NLL. Therefore, this paper attempts to apply the new risk management model to the two monumental cases of North Korean NLL provocations, the sinking of ROK naval ship Cheonan and the shelling of Yeonpyeong Island and draw policy implications.
