독도 방어 능력의 발전 방향: 포클랜드 전쟁의 교훈을 중심으로

초록

지난 1982년의 포클랜드 전쟁은 해양관할권 분쟁으로 발생한 제한전쟁의 대표적인 사례다. 당시 영국의 승리는 수상, 수중, 항공, 상륙의 각 전력들이 입체적·유기적으로 결합된 합동 군사력이 아르헨티나를 압도한 결과였다. 한국은 독도를 실효 지배하고 있는 방어자라는 점에서 영국과 같은 입장이지만, 잠재적 분쟁 당사국인 일본보다 해·공군력에서 상대적으로 열세에 놓여있다는 점은 아르헨티나와 유사하다. 독도를 방어하기 위한 한국의 노력은 해군력에만 국한된 전력 확충이 아닌, 공군력을 포함한 합동 작전능력의 발전, 강화를 지향하는 ‘한국형 공해전투’에 초점을 두어야 할 것이다.

Abstract

The Falklands War in 1982 was a textbook case of a limited war caused by maritime territorial dispute among nations. Victory of Britain over Argentina heavily relied on the joint military power composed of naval surface, submarine, air, and amphibious forces. As a defender who currently exercises an effective control on Dokdo, Korea shows a similarity to Britain’s position. Like Argentina, however, Korea’s military strength is outmatched by Japan, the potential adversary on the sovereignty dispute of Dokdo, in terms of naval and air power. In order to enhance military capabilities for defending Dokdo, Korea should put a higher priority on materializing the ‘Air-sea Battle with Korean Characteristics’ based on a strengthened joint naval and air operation capability, rather than reinforcing naval power alone.
