1994년 UN개발계획(UN Development Programme: UNDP)은 7가지 인간안보의 위협으로 식량을 포함한 경제, 건강, 환경, 물리적 위협, 지역사회, 정치적 위협 등을 지정했다. 이처럼 식량은 21세기 가장 중요한 이슈중의 하나이다. 이런 맥락에서 식량자급률을 의미하는 식량안보는 한국의 경우 매년 급격히 하락하면서 위협을 받고 있다. 한국의 곡물자급률은 2010년 27%에서 2011년 22%로 하락했다. 특히 콩의 자급률은 불과 8.7%에 불과하다. 국산 농산물, 수산물, 축산물의 비율도 점차적으로 낮아지는 반면 외국산 수입은 증가하고 있다. 이 글은 다양한 인간안보의 주제 중에서 한국의 식량안보에 대해 논의한다. 이를 위해 이 글은 해방이래 과거 정부들이 인간안보 차원에서 한국의 식량안보를 위해 얼마나 많은 노력을 기울였는가에 대한 평가적 분석이다. 이런 평가는 현재 박근혜 정부의 외교정책 핵심인 신뢰외교가 인간안보 차원과 맥을 같이 한다는 의미에서 매우 중요하다. 왜냐하면 박근혜 정부가 대내외적인 식량문제를 국제사회에서의 신뢰외교를 추진하는 중요한 수단의 하나로 간주할 수 있기 때문이다.
Abstract
In 1994, the UN Development Programme designated as the seven threats of human security including food, economic, health, environment, physical threats, the local community, political threats. Like this, food is one of the most crucial issues in the 21st century. In this context, food security that means the degree of food self-sufficiency is deteriorating every year in Korea. The rate of grain self-sufficiency in Korea fell from 27% in 2010 to 22% in 2011. The rate of beans self-sufficiency, in particular, accounts for only 8.7%. The domestic agricultural, fisheries, and livestock products are progressively lowering while imports are increasing. This article is to discuss about the Korean food security among issues of various human security. In order to do this, the paper is the assessment analysis both internally and externally on how much make an effort for the national food security in the level of human security since 1945. Such an evaluation is very important because trust diplomacy as one of key external policies of the current Park government is the almost same meaning with human security. In sum food security is supposed to consider as a key means of diplomatic trust-building for human security with the international community in the near future.
