시진핑의 ‘발전자’ 대외정책경향과 중국의 대외정책 특징 : 마가렛 허만의 최고지도자 ‘인격특징’ 이론을 중심으로

초록

본 연구는 시진핑의 인격특징 분석을 통해, 시진핑 시대의 중국대외정책 특징을 분석 및 예측해 보고자 한다. 개인층위의 지도자 연구의 필요성을 강조하기 위해서, 기존 연구에 대한 텍스트 분석을 실시하였고;객관적인 분석과 예측을 위해서, 마가렛 허만의 최고지도자 ‘인격특징’이론을 기초로 한 분석틀을 제기하였고, 양적 내용분석법과 비교연구방법을 채택하였다. 분석결과, 첫째, 284명 전 세계 지도자와 79명 환태평양 지역 지도자의인격특징과 비교하였을 때, 시진핑은 상대적으로 강한 ‘민족주의’와 ‘권력욕구’ 특질을 가지고 있는 것으로 나타났다. 둘째, 후진타오 전 국가주석의 인격특징과 비교하였을 때, 시진핑은 ‘참여 경향’적인 인격특징을 보였다. 셋째, 시진핑은 후진타오가 보인 ‘적극적 독립자’대외정책경향보다는 ‘발전자’대외정책경향을 보일 가능성이 더 높게 측정되었다. 넷째, 시진핑 시대 중국대외정책은 각종 양자와 다자 협력을 통한 ‘참여경향’의 대외정책으로 자국 발전에 유리한 외부환경을 조성하고자 할것이다. 다섯째, 시진핑의 인격특징 중, ‘민족주의’특질이 강하게 측정되었기 때문에, ‘핵심이익’과 관련된 문제에 대해서는 ‘공세적인’행태를보일 가능성이 높지만, 문제 해결의 실마리는 무력사용 등의 공격적인방법 보다는 외교적 방법으로 풀어나갈 확률이 더 높다. 시진핑의 인격특징 측면에서 봤을 때, 중국의 대외정책에 큰 변화가 일어날 가능성은 적다. 하지만, 좀 더 정확한 예측을 위해서는, 구체적인문제의 성질과 중국의 상대적인 발전 속도 등의 외부적 요소의 고려가필요하겠다.

Abstract

This study aims to predict the features of China’s foreign policy under XiJinping’s leadership with focus on Xi’s personal traits and its implications. Inorder to emphasize the necessity of individual level of research, the textanalysis is conducted to review existing literature. For the objective analysisand prediction, an analytic framework that is based upon Margaret Hermann’stheory of paramount leader’s personal characteristics is suggested. This researchalso performs quantitative content analysis and takes comparative researchmethod. The findings of this research are as follows: first, compared with the scoresof 78 Pacific Rim political leaders and 284 political leaders around the globe,Xi Jinping scores high in nationalism. Xi Jinping also scores high in terms ofstrong desire for power in comparison to 284 political leaders around theglobe. Secondly, Xi jinping has ‘participatory orientation’ in comparison tochina’s former president Hu Jintao. Thirdly, compared to Hu’s ‘activeindependent’ foreign policy orientation, there is a high probability that XiJinping has foreign policy orientation toward ‘developmental.’ Fourthly, duringthe years of the Xi Jinping administration, China will strive to establish apeaceful international environment for its own development through variousforms of bilateral and multilateral cooperation. Lastly, referring to the way ofresolving problems pertaining to ‘Core interests’, China would adopt ‘assertivebehavior.’ However, there is a high probability of taking ‘diplomatic’ approachrather than ‘aggressive’ approach like use of force to resolve it. In the light of Xi’s personal characteristics, considerable changes in China’s108 국제문제연구(2015·봄)foreign policy are less likely to occur. However, external elements like thefeatures of specific problems and China’s relative rapid development need tobe considered. In order to perform more accurate analysis and prediction ofChina’s foreign policy, one has to take into account external factors such asthe context of specific issue areas and China’s growth rate.
