Abstract

The problems of the current public disclosure systems of real estate and the unification plan as the solution were examined unit now. As the Korean records related to real estate consist of 18 kinds and more than 420 management items, there is a problem to be overlapped and managed. There is discordance between studies due to this problem and inconvenience of people and administrative inefficiency of relevant institutions can be severe. For unification of registration books and cadastral records of real estate, there is difference in methods and it is almost difficult to find negative opinions. And actually, there is the necessity of unification. The public disclosure systems of real estate have problems of discordance between the actual present condition and cadastral records and between substantive right relationship and contents of registration books as the internal problem that each system itself has. And right dispute which occur due to them becomes the question at issue. To operate the current public disclosure systems of real estate, organization of the laws for unification of the public disclosure systems of land is necessary and discussion on the integrated method of cadastral records and administrative offices is also required in this process. Furthermore, the unreasonable rules which are overlapped or don't meet reality need to be systemized as the unificative laws by organizing legislation related to land and merging them. The urgent necessity of unification of the public disclosure systems of real estate, inefficiency of operation of the current systems, inconvenience and economic burden of people which suffer from the current systems, and elements to reduce national finance should be concretely reviewed and work to amend the relevant laws to unify the public disclosure systems of real estate and efforts for work to make integrated cadastral records of the public disclosure systems of real estate by integrating registers of real estate with registration books should be made. Therefore, it tries to suggest legislation of a law for the purpose of providing administrative efficiency and integrated information on real estate which is improved for people by defining the details to make and manage records to integrate and announce administrative information on real estate.
