과학기술의 발전은 합동성 측면에서 군사력의 민첩성, 유연성, 모듈화를통해 전쟁이 수행되는 모든 영역에서 합동성의 중요성을 증대시키고 있다. 특히 우주와 사이버 공간처럼 전통적인 군사적 영역이 아니었던 영역들조차 군사적 활동을 통해 우위를 확보하고자 하는 노력이 강화되고 있으며, 군사혁신으로 전장의 파괴적 효과가 증폭되는 변화가 나타나고 있다. 이는합동성의 효과와 중요성을 더욱 강조하게 되며, 미래 합동성은 어떠한 모습으로 구현되어야 하는가에 대한 의문을 갖게 한다. 미래 합동성 개념은 현재와 같은 개념적 서술보다는 4차 산업혁명 기술이 적용되는 전장, 전력, 전법이 구현되는 구체적인 모습으로 표현되어야한다. 따라서 본 논문에서는 이러한 합동성의 미래 발전방향을 기술의 발전에 따른 전쟁양상의 변화를 통해 살펴보고, AI와 무인체계의 자율제어수준이라는 두 가지 핵심 변화요소를 통해 미래 합동성의 발전적 모습을 분석해보고자 하였다. 이를 위해 미래 합동성 개념을 독립형, 통합형, 적응형으로 구분해보고 각각의 특징들을 검토해본 결과 미래 합동성은 적응형 합동성이 되어야 함을 설명하였다. 또한 현재 한반도 안보환경을 고려하여적응형 합동성을 너무 과한 수준이 아닌 북한의 위협에 집중하여 구조, 전력, 작전운용의 세 가지 관점에서 구체적으로 방안을 제시함으로써 적응형합동성의 발전방안을 보다 구체화하였다. 이는 미래 우리 군의 합동성을어떻게 강화할 것이고 구조와 전력건설의 측면에서 어떠한 방향으로 나아가야 할 것인지에 대한 논의의 시작점을 부여해준다는 측면에서 의미있다고 볼 수 있다.
Abstract
The development of science and technology is increasing the importance of jointness in all areas where war is conducted through agility, flexibility and modularization of military power in terms of jointness. In particular, even in non-traditional military domains, such as space and cyberspace, efforts to secure superiority through military activities are being strengthened, and changes are appearing that amplify the destructive effects of the battlefield through military innovation. This further emphasizes the effect and importance of congruency and raises questions about how congrency should be implemented in the future. The concept of future jointness should be expressed in a concrete form in which the battlefield power and tactics to which the 4th industrial revolution technology is applied are implemented rather than a conceptual description as in the present. Therefore, this paper examines the future development direction of this jointness through changes in warfare due to the development of technology, and analyzes thed development of future jointness through two key factors of change: AI and the level of autonomous control of unmanned systems. To the end, the concept of future congruency was divided into independent, integrated and adaptive, and as a result of examining the characteristics of each, it was explined that future congruency should be adaptive congruency. In addition, considering the current security environment on the Korean Peninsula, focusing on the threat of North Korea, which is not too excessive and presenting specific plans from the three perspective of structure, force and operation, the development plan of adptive jointness is more detailed, materialized. This can be seen as meaningful in that it provides a starting point for discussions on how to strengthen the jointness of our military in the future in what direction to move in terms of structure and force construction.
