본 연구는 트럼프 2.0 시대의 일방주의적 경제 안보 정책이 한중일 3국의경제협력에 미치는 영향을 분석하고, 공통된 외부 위협 인식으로 인한 제도화된 협력의 가능성을 고찰한다. 트럼프 행정부는 전략적 경쟁국과 동맹국에도예외 없는 고관세와 공급망 재편 등을 단행하며, 기존 통상 질서와 안보 동맹에구조적인 압박을 가했다. 이에 따라 한중일은 미국 중심 질서에 대한 의존성을재검토하고, 상호 간 경제협력의 필요성을 인식하는 계기를 마련할 수 있다. 본연구는 토마스 셸링의 ‘초점(focal point)’ 개념을 이론적 분석틀로 도입하여, 외부 위협이 공동 대응의 계기가 되는 조건을 모색하였다. 분석 결과, 공통된위협 인식과 경제적 상호의존성의 재인식은 협력의 제도화를 촉진할 수 있는요인으로 작용할 수 있다. 특히 한국은 전략적 균형자로서 중재자적 역할을 수행할 수 있는 기회를 확보할 수 있다. 본 연구는 트럼프 시대의 경제 안보 정책을 단순한 보호무역주의로 보기보다 동맹 구조와 역내 질서를 재편하는 전략으로 이해하고, 이에 대응하는 한중일 협력의 제도화 전략을 제시한다는 점에서학술적⋅정책적 함의를 지닌다.
Abstract
This study examines the impact of unilateral economic security policies implemented during the second Trump administration on trilateral economic cooperation among South Korea, China, and Japan. The Trump administration introduced aggressive protectionist measures, including high tariffs and supply chain restructuring, which even targeted allied nations, thereby weakening the foundations of the existing multilateral trade system and security alliances. In response, the three countries began reassessing their dependence on the U.S.-led economic framework and acknowledge the importance of regional economic cooperation. Drawing on the concept of the “focal point” as its primary theoretical framework, this study examines the conditions under which external threats can serve as catalysts for coordinated action. The results suggest that a shared perception of external threats and a deeper understanding of economic interdependence can promote institutionalized cooperation. Importantly, South Korea appears to have a strategic opportunity to serve as a regional mediator. This research offers both theoretical and practical insights by interpreting the Trump-era economic security not just as protectionism but as a strategic shift aimed at restructuring alliance networks and regional order.
