미중전략경쟁시대한국의국가안보방향 : 한미동맹과 대중무역수지 관계를 중심으로

한국은 지금까지 미국과 중국 사이에서 안미경중(安美經中)으로 생존을추구해 왔다. 그러나 북핵 위협과 미중의 전략적 충돌 가능성의 증가는 한국의 생존과 직결되며 한국은 최악의 상황에 대비하기 위한 국가안보를 추진해 나가야 한다. 따라서 연구의 목적은 한국의 국가안보 추진 방향을 한미동맹 강화 시 대중 무역수지 관계 사례를 분석하여 한국의 국가이익을 위한 국가안보의 방향성을 제시하는 데 있다. 사례분석 결과 북핵에 대응한 THAAD 배치와 워싱턴 선언으로 한미동맹강화 시 한국에 대한 중국의 경제적 압박은 한국의 대중무역수지에 영향을미쳤으나, 그 정도는 제한적이었음을 확인할 수 있었다. 본 연구는 한미동맹과 대중 무역수지 관계를 분석하여 한국의 국익을 위한 전략적 선택의 방향성을 제시했다는 데 의의가 있다. 본 연구를 바탕으로 한국이 미중 전략경쟁에 대해 독자적인 대응능력을 확보하기 전까지 안미경중(安美經中)에서 벗어나 안미경미(安美經美)로써 동맹과 협력하여 국가의 생존, 사활적이익을 보장하는 안보전략을 추진해 가야 한다.
Abstract
South Korea has historically pursued survival by balancing its balance between the U.S. and China, “Anmi-gyeong-jung(安美經中)”. However, the North Korean nuclear threat and the growing possibility of strategic conflict between the U.S. and China are directly linked to South Korea’s survival, and South Korea must pursue national security measures to prepare for the worst-case scenario. Therefore, the purpose of this study is to analyze the trade balance with China when strengthening the ROK-U.S. alliance, based on case studies, to suggest strategic options for South Korea’s national security in a security environment of increasing uncertainty. The case analysis reveals that China’s economic pressure on South Korea, following the deployment of THAAD in response to North Korea’s nuclear program and the Washington Declaration, impacted South Korea’s trade balance. However, the impact was limited. This study is significant in that it analyzes the relationship between the ROK-U.S. alliance and the trade balance with China, suggesting strategic options for South Korea’s national interests. Based on this study, until South Korea secures its own ability to respond to the U.S.-China strategic competition, it should move beyond the “Anmi-gyeong-jung(安美經中)” approach and pursue a security strategy “Anmi-gyeong-mi(安美經美)that cooperates with allies to ensure the nation’s survival and vital interests.
