Abstract

WThis study evaluated the spatial suitability of pension-type solar power projects and the level of energy self-reliance in 129 fishing villages across Jeollanam-do, South Korea using a GIS-based Analytic Hierarchy Process (AHP). The results indicate that approximately 55% of all fishing villages were classified as having a high level of energy self-reliance, with highly suitable idle lands predominantly concentrated in regions such as Yeosu, Gwangyang, and Suncheon, where industrial infrastructure is well developed. For top-ranked sites, the study further examined the design and social acceptance of resident-participatory profit-sharing models. Social acceptance was structured around three key elements—participation accessibility, information transparency, benefit fairness. These findings demonstrate that fishing villages have strong potential not only for decentralized renewable-energy systems but also for evolving into social-governance models led by local residents. The results provide empirical foundations for institutional design of pension-type profit models and region-specific energy-transition policies.
