서비스이용자와 사회복지사의 관계 경험연구-장애인활동보조 서비스를 중심으로-

초록

본 연구는 바우처 도입에 따른 복지환경의 변화가 사회복지사와 클라이언트의 관계에 어떠한 영향을 주었는가를 탐색하는 데서 출발한다. 이러한 실천관계를 탐색하기 위해 관계의 행위 주체인 사회복지사와 클라이언트의 경험을 들여다보고, 경험의 기저에 작동하는 기제가 무엇인지 발견하고자 한다. 연구대상은 장애인활동보조서비스에 참여한 사회복지사와 서비스이용자를 대상으로 그들의 경험을 들여다보았다. 연구참여자는 사회복지사 7명, 서비스이용자 6명이다. 연구결과는 연구참여자 대상에 따라 크게 서비스이용자의 관계 경험과 사회복지사의 관계 경험으로 구분하였다. 서비스이용자의 관계 경험은 ‘대상화’, ‘피통제감’, ‘파워 경험’으로 분석되었다. 그리고, 사회복지사의 관계 경험은 ‘고객관리자’ 경험, ‘관리통제의 대리인’ 경험, ‘파워의 확장과 분화’로 나타났다. 이는 바우처 제도 안에 작동하는 기제 즉 시장화와 관료화가 그 배경과 맥락이 된다. 시장화 기제는 사회복지사로 하여금 자신을 이용자의 선택권에 의존된 존재로 인식하게 했다.

Abstract

This study explores the changes and implications of the relationship between social workers and service users following the introduction of voucher in Korea. The purpose of this study was exploring the experience of the relationship between social workers and service users. For this study, 7 social workers and 6 voucher service users who using the Persnal Assistant Services to Disabled People's participated in the purposeful sampling. The study was investigated through the participants’ interviews and the materials of document information in qualitative study research. The results of this study were largely classified as relational experience of service users and relational experience of social workers based on targets. First, the relational experience of service was analyzed as ‘objectification’, ‘the sense of being controlled’ and ‘power experience’. The relational experience of social workers was divided into ‘customer manger’ experience, ‘agent of management control’ experience and ‘expansion and differentiation of power’. The market mechanism made social workers recognize themselves as dependent existence to user’s option. The efforts to respect the user as the customer and let them remain on the use of service gave them the experience ‘customer manager’. ‘Agent of management control’ experience was caused by the role to substitute the supervision and control of national government among roles of social workers who were the manager in service delivery system. Finally, power experience of social workers was shown as ‘expansion and differentiation of power’.
