이 연구는 장애인활동지원사업을 수행하는 사회복지사의 실천 경험을 Giorgi의 현상학적 방법을 활용하여 탐색한 것이다. 연구결과, 사회복지사들은 전문가로서의 가치가 흔들리며, 이용자와의 관계가 뒤엉키고, 자신의 역할에 대한 혼란스러움과 중간에서 시달리고 혼돈의 연속 안에서 붕 떠있는 것 같은 경험을 하는 것으로 나타났다. 이를 통해 장애인활동지원사업 실천 경험이 ‘사회복지사의 정체성을 찾기 위한 혼돈의 가장자리’라는 일반적 구조적 진술을 발견하였다. 이를 바탕으로 본 연구는 사회복지학적 함의를 논의하고 있다.
Abstract
This study aims to explore the practical experiences of social workers in personal assistance services for people with disabilities. Using Giorgi's phenomenological qualitative method, this study obtained information through interviews with social workers working at rehabilitation centers and social service centers. The following main themes were extracted from the practical experiences of the social workers who were interviewed. First, the professional value of social workers has been shaken, that is, the current voucher system creates a conflict of interest between increasing the social worker's financial gain and providing appropriate quality care to the user. Second, relationships between the user and professionals have been shifted, that is, the professional boundaries and power structure between social workers and users are changing. Third, social workers’ roles have been thrown in disorder, that is, social workers are experiencing an increase in coordination responsibilities, and their duties are restricted to merely coordinating services rather than providing direct services to the user. As a result of this disorder, social workers experience a feeling of burn-out, and being placed on the edge of confusion. Therefore, recently, the application of a voucher system, such as the personal assistance services for people with disabilities in the current Korean welfare system, triggers diverse confusion between social workers and users. The implication of this study’s results on policy making and actual practices are discussed focusing on the rights and well-being of people with disabilities and social workers.
