Previous studies on bicycle are not classified into bicycle user and bicycle tourist. And bicycle policies and plans are made without this classification. As a result, all the policies and plans on bicycle revitalization are built infrastructure and support only for bicycle users. Nevertheless, the government and local government made the development plan of the tourism-leisure bicycle course without any analysis. Then, based on a close look at the previous literature, the study review the travel behavior of bicycle tourists. Based on these reviews and examination, this study discussed implications for boosting bicycle tourism. According to the study, it is important repair a bicycle infrastructure, develop a bicycle tourism package and so on for boosting bicycle tourism. But more important thing is all plans are made considering characteristic of bicycle tourists. Based on these results, this study discusses policy and development issues to develop the tourism-leisure bicycle course and product.
