자전거도로 투자 우선순위 평가방안:오산시 사례를 중심으로

본 연구는 녹색성장이라는 사회적 패러다임에 맞춰 지방자치단체에서 계획하고 건설중인 자전거도로가 시민 이용형태나 지리․환경적인 요인을 잘 반영하는지 그 투자우선순위를 평가하였다. 평가대안지역으로 오산시 자전거도로망 계획(안)에서 제시된 간선도로망 대상으로 분석하였다. 분석결과, 중앙대로의 자전거도로 건설이 투자 우선순위가 가장 높은 것으로 평가되었으며, 자전거도로 이용활성화를 선도할 수 있는 전략적 노선임을 증명하였다. 이에 영향을 미친 평가항목은 안전성 클러스터에서는 도로망의 연속성, 접근성 클러스터에서는 쉬운 진출입로, 편리성 클러스터에서는 낮은 경사도, 유인성 클러스터에서는 도로변의 매력적인 경관이 가장 영향력이 큰 것으로 분석되었다. 본 연구는 자전거도로의 합리적인 투자가치를 평가하여 정책적, 실무적 기준을 제시할 수 있다는 점에서 큰 의의가 있다고 할 수 있다.
Abstract
This study evaluated the investment value of bicycle roads that were being planned or constructed by a local government through how well reflected user's behavior and geographical and environmental factors were from the social paradigm of green growth. The network of a arterial bicycle road that was suggested by 'the plan of bicycle road network in Osan city' was selected as the site for this study. As a result of analysis, the bicycle road constructed in Jungang-daero road was evaluated as the highest investment priority and verified as the strategic route to activate bicycle roads. The evaluation factors which seriously influenced these results are as follows. The factor in safety cluster is continuity of the road network, the factor in accessibility cluster is a simple entry and exit road, the factor in convenience cluster is a low slope and the factor in flexibility cluster is an attractive landscape of road. A great significance of this study is to suggest political and operational standards which is able to evaluate the resonable investment value of bicycle roads.
