본 연구는 이주노동자들을 접촉한 산재보험 종사자들의 경험을 살펴보고 이주노동자들을 위한 산업재해보상보험의 개선방안을 제시하고자 하는 목적에서 수행되었다. 연구방법은 산재보험종사자 6명을 포커스그룹 인터뷰를 통해 Strauss와 Corbin(1998)이 제시한 방법에 따라 분석했다. 연구결과는 다음과 같다. 개방코딩에서는 70개의 개념, 27개의 하위범주, 13개의 상위범주가 도출되었다. 축코딩 결과로, 인과적 조건들은 ‘부정적 선입견’, ‘책임 회피’, ‘생산성의 신화’, ‘자의성’, 맥락적 조건들로 ‘외국인 혐오’와 ‘상대성의 결여’, ‘일방적 범주화’, 중심현상은 ‘인식의 공백’, 중재적 조건들로 ‘변화의 수용’과 ‘마음열기’, 작용/상호작용 전략으로 ‘적극적 인식의 전환’과 ‘상대방의 입장에서 생각하기’, 결과는 ‘인간으로서 동질성 확인’으로 나타났다. 선택코딩에서 핵심범주는 『우리 곁에 온 익명의 낯선 존재와 인간으로서 함께 살아가기 위한 길 모색』으로 상정했고, 유형분석 결과, 연구 참여자들은 「현실고수형」, 「현실수용형」, 「미래지향형」으로 나타났다. 마지막으로 상황모형을 제시하였으며, 최종적으로 사회통합적 다문화사회 구현을 위한 이주노동자들에 대한 산재보험 종사자들의 인식과 태도 형성과 관련된 사회복지의 실천적 함의를 제시했다.
Abstract
This Study is to explore the process, contents of the workers industrial accident compensation insurance who experienced immigrant workers and present the ways to improve the industrial accident compensation insurance system for immigrant workers. In this study, the author used focus group method and six workers at the industrial accident compensation insurance participated this study. The data were analyzed grounded theory method according to the frame that was proposed by Strauss and Corbin(1998). The result as follows: In open coding, there were 70 concepts, 27 subcategory and 13 category. In Axial coding, casual conditions were ‘negative prejudice’, ‘evasion of responsibility’, ‘myth of productivity’ and ‘arbitrary tendency’. Contextual conditions were ‘xenophobia’, ‘egocentrism’ and ‘lack of relativity’. Central phenomenon is ‘blank of cognition’. Intervention conditions were ‘acceptance of change’ and ‘openness’. Strategies were ‘changing active recognition’ and ‘empathic understanding’. Consequence was ‘Awareness the same nature as Human’. In Selective coding was ‘Seeking for the solution to live together with anonymous existence who came alongside us but unfamiliar to us’, and the author classified participant type as ‘holding on to the reality type’, ‘accepting the change of reality type’, ‘future-oriented type’. Finally, The author presented a circumstantial model and proposed to improve the industrial accident compensation insurance system for immigrant workers to live like a human being.
