국내 심리상담 자격제도 법제화를 위한 제언: 미국과 일본의 사례 검토

최근 COVID-19로 인해 국민 마음건강 위기에 대한 경각심이 커지면서 보건복지부를 중심으로 정부는 이에 대한 대응책 마련에 고심하고 있다. 이와 관련하여 심리상담 서비스를 담당하는 전문인력 양성이 중요한 이슈로 떠올랐다. 특히, 한국심리학회의 심리서비스 법률 1안 공개를 기점으로 심리상담 분야에 많은 논란과 담론이 형성되고 있다. 이에 본 연구는 미국과 일본의 사례를 중심으로 양국의 심리상담 서비스 인력의 제도를 검토해 봄으로써 국내 심리상담 관련 자격제도 법제화를 위한 방향성에 시사점을 얻고자 하였다. 미국의 자격제도는 전공학과와 상관없이 인증된 프로그램을 이수한 박사학위 소지자가 일정한 수련과 시험을 통과하면 취득할 수 있는 심리사와 석사학위 수준에서 취득할 수 있는 전문상담사 자격이 있으며, 전문가들 사이에 다양성을 바탕으로 서로의 수련을 지지 존중하고 소통하는 협업이 강조되고 있다. 일본의 공인심리사는 전공학과와 상관없이 학부와 석사과정에서 심리 관련 과목을 이수하고 일정한 수련과 시험을 통과하면 자격을 취득할 수 있으며, 수련 과정에서 의무적으로 타 직종과 연계하도록 하고 있다. 양국의 사례를 통해 볼 때 심리상담 자격제도 법제화는 다양성과 협력을 바탕으로 통합적으로 구축되어야 하며, 국가의 상황과 문화적 맥락에 맞게 발전될 필요가 있다는 점에 대해 제언하였다.
Abstract
Due to recent COVID-19 situations and increased needs for mental health services, the Korean government through the Ministry of Health and Welfare considers potential responses for this current situation. To solve these concerns, training mental health professionals has been raised as the most important issue. Especially, as Korean Psychological Association made the bill for psychological service legislation to the public, there has been discourse and controversy in the field of psychological services. Therefore, this study focused on Japanese and the U.S. psychological counselor licensure system to gain directions and implications for Korean psychological counseling related licensure system. In a broad sense, the U.S. licensure system has licensed psychologist system which based on doctoral degree from accredited programs, regardless of majoring department they are coming from, practice, and exam, and also professional counselor system which based on various master’s degree and training. In addition, the recent trend for the U.S. mental health system pursuit collaboration based on diversity which respect others’ practice and highlights importance of communication with other professionals. Japanese psychologist system is called as certified psychologist. Regardless of departments they are coming from, to become a certified psychologist they would need to complete courses in psychology related subjects during undergraduate and master’s program, to experience practice, and to pass the licensure exam. Also, a certified psychologist is obligated to connect with other professions in their training process. Based on the examples of the U.S. and Japan, the bill for the psychological service would need to be established based on the situations and contexts of each nations based on diversity and collaboration.
