미국의 계좌제 사례를 통해 본 직업훈련제도 분석

우리나라의 직업훈련지원은 그 재정규모와 참여 기업 및 훈련대상자가 증가되고 지원 프로그램이 다양해지면서 외형적 측면에서의 성장을 가져왔다. 그러나 이러한 가시적인 성과에도 불구하고 실제 제도의 적용 과정에서 많은 문제점이 제기되어 왔다. 본 연구는 문헌분석과 관련자 면담자료를 바탕으로 미국 정부의 계좌제를 비롯하여 전반적인 직업훈련제도를 분석함으로써 시사점을 얻고자 하였다. 연구 결과 미국은 인력투자법을 기반으로 원스탑 센터를 운영함으로써 기업과 수요자 중심의 지원과 훈련의 질 보장을 위한 시스템을 구축하고자 노력하고 있었다. 이를 통해 우리나라의 직업능력개발을 위한 직업훈련제도에 대한 시사점으로 훈련의 질 향상을 위한 성과와 인센티브의 연계 구축, 훈련 상담의 엄격성과 전문성 강화, 취약계층을 위한 차별화된 전략과 집중 지원, 맞춤형 교육과 집중직업영역의 차별적 지원, 적합훈련과정의 효율성 제고, 수요자 중심의 반응적 정책 운영 등을 제시하였다.
Abstract
As Korean vocational training policy has been widely stressed, its financial expenses and the number of participating companies and people were increased and content of the programs was also diversified, which shows external development of the system. Despite this visible outcomes, however, there has been a warning echoed against various problems during its operational process. This study examines vocational training system of U.S. focusing on its supporting and operational process and tries to provide implications on the Korean system. The study result shows that U.S. with the enactment of Workforce Investment Act, has tried to keep close partnership among governmental and other external agencies, efficiently operate one-stop centers to meet the needs of companies and job-seekers as well as workers and build the effective system to secure high quality of training programs. The implications given from the U.S. case include training provider's outcome-based incentive system for quality improvement, rigidity and professionalism of training counseling, specialized strategy on vulnerable social group, customized training and differential training support on high growth job areas, efficient training process and customer-receptive policy.
