이 연구는 실업자 훈련과 계좌제 훈련간의 비교를 통해 계좌제 훈련의 정책 또는제도 효과를 추정한 것이다. 이 분석을 위해 한국고용정보원의 고용보험 자료를사용하였으며 분석방법으로는 비모수적 매칭과 정태적, 동태적으로 생존 분석을사용하였다. 연구결과 2009년부터 본격적으로 이루어지고 있는 실업자를 위한 계좌제 훈련에서 일정정도 효과가 있는 것으로 나타났으며 생존 분석결과 훈련기간과 훈련비용은 훈련의 성과에 큰 영향을 미치지 못하였다. 특히 두 훈련의 구직기간의 변동을 파악함으로써 이전 훈련시스템의 잠금효과의 중요성과 효과를 분석하였다.
Abstract
This paper studies the reform effect and the role of training vouchers(계좌제) in Korea’s public training programs. Using a rich administrative data set,so called employment insurance data set, we apply non-parametric matching and dynamic survival analysis regression methods to measure the effect of the training reform for the unemployed in Korea by comparing with unemployment training system in the past. Analyzing the most important type of training in Korea, we find a positive impact of the voucher which increases the employment probability. We also investigate the effect and importance of the locking-in-effect(LIE) of previous training system by exploiting the variation in the duration of between two training.
