레비나스의 타자철학을 통해 바라본 기본소득 구상의 정당성과 한계성 검토

이 연구는 기본소득 구상이 내포하고 있는 윤리와 정의에 대한 개념을 레비나스의 관점에서 비판적으로 검토한다. 신자유주의 체제에서는 극단적인 이윤추구로 인해 소득 분배가 너무나 불균형하게 이루어지기 때문에 다수가 소비할수 있는 몫 자체가 심각하게 줄어들었다. 따라서 경제 위기는 항상적이다. 이보다 더 큰 문제는 점점 더 많은 사람들이 인간다운 삶의 조건을 빼앗기면서 사회 자체가 해체될 수도 있다는 것이다. 따라서 소득과 자산에 따른 심각한 사회양극화를 넘어서서 모든 사회구성원이 적절한 삶을 누릴 뿐만 아니라 생태위기를 극복할 수 있는 방도가 필요하다. 기본소득제도가 사회정의를 실현하는제도에 가장 근접해 있다는 사실을 부인하기는 어려울 것이다. 기본소득은 그어떤 소외도 있어서는 안 된다는 것을 전제로 사회 구성원 모두의 정의라는 차원에서 필수의 재화와 서비스를 쓰고 누릴 권리들을 제공하는데 목적이 있다. 다시 말해 기본소득의 지향점은 모든 시민에게 특별한 권한을 주자는 것이 아니라 모든 사람들이 공동체 안에서 삶을 영위할 수 있을 만큼 재정적인 지원을하자는 것이다. 자본주의 사회에서 소득의 보장이야말로 사회적 안전망이자 인권의 초석이 된다. 공동체의 회복을 위한 기본소득은 세 가지 특징을 지닌다. 첫째, 기본소득은 보편적 보장소득으로 국가 또는 지방자치체 모든 구성원들에게 지급하는 소득이다. 둘째, 무조건적 보장소득이다. 즉 자산 심사나 노동 요구 없이 지급하는 소득이다. 셋째, 개별적 보장소득으로서 구성원 개개인에게직접 지급하는 소득이다. 기본소득의 정당성은 다양하게 주창되는데, 가장 대표적인 것은 사회에 속한 모든 구성원들이 이미 자신이 속한 사회의 경제에 직접적으로 기여하고 있다는 사실이다. 따라서 그들에게 몫을 돌려주는 것은 너무도 당연한 것이다. 그럼에도 불구하고 기본소득은 좌‧우 진영으로부터 환대받기도 하지만 또한 비판의 대상이기도하다. 결과론적으로 볼 때 기본소득이 그정당성을 곤고히 하지 못하고 있다는 증거가 된다. 레비나스의 타자철학의 관점에서 기본소득을 바라본다면 정의의 새로운 지평을 확보할 수 있을 것이다.
Abstract
This study critically examines the concept of ethics and justice implied by the basic income concept from the perspective of Levinas. The neoliberal system is so unevenly distributed in the pursuit of extreme profits that the share of the majority that can be consumed has been seriously reduced. Therefore, the economic crisis is always underway. The bigger problem is that more and more people are deprived of the conditions of life and that society itself can be dismantled. It is required that, beyond the serious social polarization of income and assets, not only do all the members of society can enjoy a proper life, but also have a way to overcome ecological. It cannot be denied that basic income is closest to the system of social justice. Basic income is to provide the right to use and enjoy essential goods and services on the level of justice of all members in society, assuming that no alienation should exist. In other words, the aiming point of basic income is not to give special privilege to every citizen, but to provide financial support so that everyone can live in the community. The guarantee of income in capitalist society is the social security net and the cornerstone of human rights. The basic income for the recovery of the community has three characteristics. First, basic income is a universal income guaranteed to all members of the state or local government. Second, it is unconditional guaranteed income. In other words, it is income that is paid without examination of assets or labor demand. Third, it is individual guaranteed income directly paid to each individual member. The legitimacy of basic income is diversified, and the most representing reason is that all members of society already contribute directly or indirectly to the economy of their society. So it is very natural to give them a share. Nonetheless, basic income is welcome from left and right camps, but it is also criticized. When viewing it as a result, it is evidence that basic income does not solidify its legitimacy. If we look at basic income from the perspective of Levinas' das Andere philosophy, we can secure a new horizon of justice.
