연구목적: 본 연구는 국내 장애인무용교육의 제도적 구조와 한계를 분석하고, 해외사례와의 비교를 통해 장애인무용교육의 제도 개선 방향을 도출하는 데 목적이 있다. 특히 장애인 무용교육 프로그램이 운영되어 온 구조적 배경을 제도적, 정책적 관점에서 검토하고자 하였다. 연구방법:국내·외 장애인무용교육 관련 법령, 정책 문서, 연구보고서 등을 중심으로 문헌분석을 실시하였다. 이와 함께, 영국, 호주, 캐나다의 장애인무용교육 정책 및 운영 사례를 분석틀에 따라 비교, 분석하여 제도적 특징과 시사점을 도출하였다. 연구결과: 국내 장애인무용교육은 법·제도적 근거의 불명확성, 전문인력 양성 및 인증 체계의 부재, 물리적·제도적 접근성의 한계, 단기 프로그램 중심의 운영 구조 등 복합적인 제약을 지니고 있는 것으로 나타났다. 반면 해외 사례에서는 장애인무용교육이 국가교육과정 또는 문화예술 정책 체계 안에서 제도적으로 인정되며, 전문인력 양성 구조와 기관 간 협력 체계를 기반으로 안정적으로 운영되고 있었다 결론: 국내 장애인무용교육의 발전을 위해서는 장애인무용교육의 정책적 위상 정립, 교육과정 및 운영 기준의 체계화, 전문인력 양성 및 지원 체계 구축, 접근성 환경 개선이필요함을 확인하였다. 본 연구는 장애인무용교육을 교육, 문화, 복지 정책의 연계된영역으로 재구성하기 위한 제도 개선 논의의 기초자료로 활용될 수 있을 것이다.
Abstract
Purpose: The purpose of this study was to analyze the institutional limitations of disability dance education in Korea and to explore directions for institutional improvement through a comparative review of international cases. Methods: This study conducted a qualitative literature review of domestic and international legal documents, policy reports, and academic studies related to disability dance education. Cases from the United Kingdom, Australia, and Canada were comparatively analyzed. Result: The findings show that disability dance education in Korea lacks clear institutional foundations, professional training systems, and adequate accessibility, and is largely operated through short-term programs. In contrast, international cases demonstrate more structured and stable institutional support. Conclusion: The study highlights the need to strengthen policy frameworks, professional training systems, and accessibility to support the sustainable development of disability dance education in Korea.
