무역구조 분석을 통해서 본 한ㆍ중ㆍ일 FTA의 기대효과와 전개 방향

본고에서는 중국이 세계무역질서에 본격적으로 편입되기 시작한 1990년대 이후 2010년까지 전개된 한·중·일 3국간의 무역의존구조의 특징과 그것이 한·중·일 FTA에 주는 정책적 시사점이 무엇인가를 진단해 보았다. 통계 분석을 통해 역내무역의 특징을 관찰한 결과 한·중·일 간에는 경제가 성장할수록 역내 무역의존도가 다른 지역보다 더 빠르게 일어나고 그로 인해 역내시장의 기능적 통합이 진행되어 왔음을 확인할 수 있었다. 이러한 기능적 통합의 배경에는 자본재 산업에서의 수직적 산업내 무역의 확대, 부품 무역의 증가 및 역내 FDI의 증대로 인한 생산의 국제적 결합이 작용하고 있었다. 이러한 생산의 국제적 결합은 한ㆍ중ㆍ일 3국의 동태적 성장을 지원하는 시장적 기반을 형성해 왔다. 따라서 앞으로 추진될 한·중·일 FTA는 관세철폐에 의한 시장 확대만이 아니라 국제간 결합생산의 기반을 확대시킬 수 있는 제도적 기반을 마련하는데 협정의 초점을 두어야 한다. 이를 위해서는 자본, 기술과 같은 생산요소 이동과 함께 공정분업에 필요한 부품 및 중간재 무역에 대한 기술적 장벽의 제거에 관심을 가질 필요가 있다.
Abstract
This paper aims at investigating the characteristics of intrea-regional trade among China, Japan and Korea(C.J.K) during the last two decades(1992-2010)and its policy implications for C.J.K free trade agreement(CJK-FTA). The findings are summarized as follows:The propensity to intra-regional trade as well as intra-regional trade share among CKJ countries has been increasing during the last two decades. Increasing share of intra-industry trade in capital goods industries and the increased intra regional FDIs have propelled the trade integration among CJK countries. Especially, the increasing share of parts and components in the product category of SITC 7( machinery, electronic instruments and transport vehicles) in total trade has boosted production networking among CJK. The production networks in such industries are the main driving forces for dynamic economic growth and for the functional economic integration among CKJ countries. Therefore, CJKFTA needs to so designed as to expand the existing production networks in this region. In considering the CJK s dominant ’ position in econo-political aspects in East Asia, the formation of CJK FTA is also perceived as helping the creation of a region wide economic integration in East Asia, Therefore, the rule of origin and other rule of intra-regional trade in CJK-FTA have to be designed so as to applicable to the region-wide integration in East asia. CJK group faced up to increasing demands of regional public goods along with the functional economic integration. CJK FTA needs to be done, therefore, to provide economic infrastructure and regional public goods in areas such as environmental preservation, air and sea pollution in Northeast Asian area as well as fair trade order.
