상하이: 국제금융도시 발전은 가능한가?

본 논문은 상하이가 어떻게 정치, 경제, 사회, 문화 측면에서 국제금융도시로 발전하고 있는지를 논구하고 있다. 이미 상하이는 국제금융센터로서의 위상정립이 빠르게 진전되고 있다. 중국경제 자체의 급신장, 중국의 위안화 평가절상, 상하이의 독특한 입지(역사적 역할 및 동아시아 중심지), 역내 경제활동의 중요성 증가 등이 상하이를 변화시키는 요인이다. 특히, 1990년 중반 이후 국내 금융도시를 넘어서, 역내 및 국제금융센터의 활동이 실제로 일어나고 있음을 다양한 통계를 제시, 논구하고 있다. 결국은 상하이가 인위적으로 추구하지 않더라도 세계2위 경제국으로 자리 잡게 될 2015년에는 역내에서 자연발생적으로 국제금융센터로 발전할 것이며 이는 중국의 정책당국 노력에 의해서 예상보다 빨리 그 역할을 맡을 것으로 예측되고 있다. 이러한 사실은 우리나라의 동북아지역 금융허브정책에도 많은 시사점을 제공하고 있다
Abstract
China is returning back as a global leader with speedy economic development. As a natural consequence, it is a hot issue whether Shanghai, a Chinese economic capital similar to NY, could resume its role of intra-regional financial hub as the same as 1920s and 1930s. It is already assessed that Shanghai is acting as the domestic financial center transforming into a global financial hub backed by gigantic economic size in addition to major role in the international trade and accumulating the largest foreign exchange reserve. This paper shows financial hub is an outcome of complicated dynamics of politico-economic efforts. Judging from this reality, Korea is advised to have more realistic position in constructing a so-called North East Asian Financial Hub. If it is pursed without consideration on Shanghai, it is more likely to be a failure. It also predicts Shanghai would become one of the top 3 financial hubs by year 2015, when her economic size is to be the 2nd in the world following the United States.
