미국물류보안제도가 우리나라 수출관습에 미친 영향

본 연구는 2001년 9 · 11테러 이후 강화된 미국의 물류보안규범이 해운선사의 서비스품질과 고객 만족도, 나아가 선적과 관련된 무역관습에 어떤 영향을 미쳤는가를 분석하는데 그 목적이 있다. 보안규범의 시행 전후로 화주나 운송주선업자들이 지각하는 서비스품질과 만족도가 변화하였는가를 실증분석하기 전에 먼저 해운서비스의 품질요인을 추출하고 이들 간의 영향관계를 파악하기 위해 탐색적, 확인적 요인분석을 실시하였다. 그 결과 해운서비스의 전문성은 안전성에 영향을 미치며, 안전성은 해운서비스에 대한 고객의 만족도와 정의 관계를 갖는 것으로 나타났다. 반면 보안규범의 실시전과 후에 화주나 운송주선인이 지각하는 해운서비스 품질 간의 관계에 있어서의 변화는 차이가 없는 것으로 나타났다. 이는 우리나라의 경우 일반 개도국과 달리 이미 안전성과 관련된 정보시스템, 물리적 설비, 관리능력 등의 면에 있어 상당한 수준에 도달하여 있기 때문이며, 보안규범의 시행으로 화물정보 추적성의 향상, 서류처리의 정확도 향상 등 해운서비스 면에서 긍정적 효과가 나타난 반면 AMS 비용의 상승, 화물마감시간의 단축과 같은 불편함도 초래되어 전반적으로 해운서비스품질이나 만족도에 대한 고객의 인식에는 큰 변화가 없는 것으로 분석되었다.
Abstract
The September 11, 2001 attacks brought to the forefront concerns that terrorists could severely disrupt the global supply chain by using shipping containers or vessels. The U.S. Customs responded by implementing security requirements such as CSI(Container Security Initiatives), C-TPAT(Customs-Trade Partnership against Terrorism) that focus on the maritime industry and suppliers. The purpose of this paper is to examine the impact of such security initiatives on the shipping practice in Korea. The empirical results found that both expert factor and security factor of shipping service quality influenced positively on the customer satisfaction. However, our finding suggests that there is no prominent influence by maritime security initiatives in the satisfaction of exporters and forwarders over shipping service. But exporters and forwarders recognized that the AMS charges and penalty for amending documents caused cost increasing.
