본 연구는 WTO, FTA에서 논의되고 있는 정부조달시장 개방을 신제도주의 관점에서 타당성을 검토하고자 한다. 건설시장 중에서도 선진국이 개방대상으로 강력하게 주장하고 있는 공항시설을 중심으로 본 연구를 수행할 것이다. 공항시설의 개방시 제도적ㆍ비제도적 측면에서 각국이 얻게 되는 이득을 살펴본다. 본 연구는 무역 개방의 이득을 비제도적 측면뿐만 아니라 제도적 측면에서 고찰해봐야 한다는 점을 강조한다. 무역개방을 제도적 관점에서 바라본다면, 국가 차원에서 협상 목적을 명확히 하고, 협상 과정에서 전략적인 아이디어 또한 제공할 수 있다. 본 연구에서는 건설기업들이 생각하는 것만큼 시장개방이 이루어지면 건설부문의 시장잠식이 빠른 속도로 이루어지는 않는다는 점을 밝혔다. 그 이유는 외국에 진입하려는 건설기업들이 부담하는 거래비용(정보비용, 집행비용 등)이 국내 건설기업들에 비해서 매우 높기 때문이다. 무역자유화는 선진국뿐 아니라, 후진국과 개발도상국에게도 경제적인 효율성을 부여하고 선진화된 제도를 도입할 수 있는 중요한 계기가 될 수 있다. 건설시장의 개방도가 높아지면, 건설제도나 관행이 글로벌 스탠더드(global standard)로 이행될 것이고, 건설산업이 선진화 될 수 있으므로 국내 건설기업들의 국제 경쟁력을 배양할 수 있다. 정책결정 과정이 순조롭게 이루어지려면, 정책결정자, 소비자, 그리고 건설기업 모두가 이러한 점을 이해하고 있어야 한다.
Abstract
This study focuses on a study on the propriety of opening Airport Facilities according to GPA. OECD countries forces other countries which are going to make FTA agreement to open Airport facilities. And I researched the benefits of opening the airport facilities. The benefits suggested that market opening needs to be studied in terms of not only non-institutional but also institutional terms. If a researcher views market opening as institutional process, he can get the very important and strategic ideas on market opening. Free trade gives advanced countries and developing countries economic efficiency and global standard. The more construction market is opening, the better construction instituyions become. To accomplish free open market, policy makers, consumers, construction companies must know all of the process and understand the logic of opening market.
