한미FTA협상에서 기간통신서비스시장 개방의 사회후생효과분석

본 논문은 한미FTA협상 정보통신서비스 부문에서 타결된 기간통신사업자에 대한 ‘외국인지분제한 완화’의 경제적 효과를 분석하고, 그 정책적 시사점을 도출하고자 한다. 먼저 기간통신사업자의 외국인지분제한 완화에 대한 한미양국의 제도적 특징 및 양국제도의 형평성 측면을 분석한 후, 지분제한제도 완화효과에 대한 분석을 이론모형분석을 통하여 시도하였다. 기술혁신 및 설비투자변수가 내생화된 과점적 기간통신서비스시장을 가정한 이론모형의 분석결과, 외국인지분제한 완화의 효과는, 이 조치결과 유입되는 외국인투자자의 성격에 따라 매우 판이한 결과를 초래하는 것으로 나타났다. 즉 현재와 같이 사모펀드를 중심으로 하는 단기투자자들이 주를 이룰 경우, 외국인지분제한 완화조치는 정보통신서비스부문에서의 기술혁신투자를 감소시키고, 그 결과, 소비자후생 및 사회후생도 감소하는 효과를 초래하는 것으로 나타났다. 한편 외국인투자지분완화에 따른 추가적인 외국인투자자가 기술혁신투자동기를 가진 장기투자자일 경우, 소비자물가하락에 따른 소비자잉여증대효과와 함께, 생산자잉여도 같이 개선되는 것으로 나타났다. 이는 외국인지분제한제도 완화라는 조치 자체보다는, 공익성심사제도의 보완과 같은, 외국인지분제한완화조치 이후 유입되는 외국인투자자의 장기투자를 유도할 수 있는 정책수단의 개발이 필요함을 시사하고 있다.
Abstract
This paper examines the impacts of Korea-US FTA on telecommunication services focusing on the issue of removal of foreign ownership restriction. Based on a model analysis which endogenizes the variable for the investment on R&D and telecommunication networks, we demonstrate that the social welfare effects of the removal of foreign ownership restriction in common carrier sectors depend on the type of foreign investors who take the majority share after the removal. In case the portfolio investors including private equity funds take the majority of the shares, it is more likely that investment for R&D and telecommunication networks might be reduced resulting in the reduction in consumer surplus and social welfare. If the long-term investors take the majority of the shares, consumer surplus and social welfare might be increased with the increased investment in R&D and networks. These results imply that the removal of foreign ownership restriction should be complemented with an efficient investment review system for the public interests to promote long-term investment.
