9.11테러 이후, 전 세계적으로 물류보안 강화를 위해서 보안프로그램이 운영 중에 있기 때문에, 본 연구에서는 WCO, 미국, EU, 일본의 물류보안 프로그램의 주요내용을 살펴보고, 우리나라 AEO제도의 원활한 도입을 위한 추진과제 및 이행방안을 제시하였다. 제도적 측면에서는 한국형 AEO 프로그램의 개발, 관리부서의 통일, 국가간 상호인정 협의노력을 제시하였고, 운영적 측면에서는 인식확산, 시범운영을 통한 의견 반영, 중장기계획 마련을 제시하였으며, 관리적 측면에서는 예산과 인력 확충, 인증 및 관리시스템의 구축, 관련당사자간의 피해 최소화 등을 이행방안으로 제시하였다.
Abstract
Since 9.11 terrors, because security program is administering for Supply Chain security strengthening worldwide, this study examines WCO, the U.S.A, EU, main contents of Japanese Supply Chain security program, and presented propulsion subject and performance plan for smooth introduction of our country AEO system. Development of Korea model AEO program, government official department ruled, presented recognition conference effort mutually between the country in systematic side, operation opposing side presented realization diffusion, opinion reflection through setting an pilot program, medium and long-term planning preparation, and presented budget and manpower expansion, certification and construction of executive system, damage minimization between connection person concerned etc.. and so on by performance plan in management side.
